Liliya Bulgakova is an Analyst in the Business Entry topic of the Business Ready unit, which she joined in 2018. Her expertise lies in business regulation and labor law. She designed the Labor topic indicators for the Business Ready project. Prior to her work on the Business Ready project, she was a member of the Employing Workers indicator team and co-led the production of flagship Doing Business reports. Before joining the World Bank, Liliya worked for international law firms in Washington, D.C., where she specialized in corporate governance and compliance. Earlier in her career, she worked as an in-house attorney specializing in government contracting. Liliya earned a Masters of Laws (LLM) in International Legal Studies from American University Washington College of Law, with a focus on corporate finance, and is admitted to practice law in New York and Washington, D.C. She also holds a JD from Bashkir State University (Russia) and is fluent in Russian and conversant in French.
