The Equality of Opportunities approach seeks to level the playing field so that gender, ethnicity, birthplace, family background and other characteristics that are beyond an individual's control do not influence a person’s outcomes. Success should depend on people’s choices, effort, and talents, not on their circumstances at birth. The World Bank Group and its partners use the Human Opportunity Index (HOI) to measure how equitably basic services are distributed among different segments of the population, in order to pinpoint where gaps persist.
