The overall development goal of the Enhancing Access to Benefits while Lowering Emissions (EnABLE) multi-donor trust fund—a global knowledge, operations, and technical assistance program—is to enhance the inclusion of beneficiary marginalized communities and disadvantaged groups in Emission Reductions Programs (ERPs) under Scaling Climate Action by Lowering Emissions (SCALE)* and its associated trust funds (including the Bio-Carbon Initiative for Sustainable Forest Landscapes (Bio-ISFL), the Carbon Initiative for Development (Ci-Dev), and the Forest Carbon Partnership Facility (FCPF) to maximize their carbon and non-carbon benefits. Achievement of this objective is expected to contribute to broader outcomes, including improvement in the resilience of livelihoods, biodiversity conservation, and climate change mitigation.
Set up in December 2020 with a first contribution of €20 million from Germany (BMZ) to support inclusion and gender equity in 15 Forest Carbon Partnership Facility (FCPF) countries, EnABLE seeks to mobilize up to $200 million to support social inclusion in emission reductions projects of SCALE, including $100 million to support inclusion in FCPF ERPs.
Initial and now documented experience indicates that social inclusion: increases their efficacy, equity and impact; reduces the risk of capture by vested interests; and ensures the community buy-in necessary for their longer-term sustainability. Given the large increase in climate finance flows expected during the 2020s, the demand for enhanced social inclusion programs such as those to be funded by EnABLE is also likely to grow substantially. Besides bringing them closer to beneficiaries and communities, there is also a need to explore and test innovative delivery systems involving local, grass-roots actors and institutions. Finally, aligned with the World Bank’s Climate Change Action Plan 2021-2025 and Social Sustainability and Inclusion Strategy, EnABLE offers a robust knowledge agenda, act as an information clearing house, exploit synergies in countries where multiples funds are active, and ensure that social inclusion is a central concern, not an afterthought.
Three priorities guiding EnABLE support for target beneficiaries’ engagement in implementing ERPAs and related BSPs during 2021-25, as follows:
- Enhance the enabling environment for carbon and non-carbon benefits of the target beneficiaries through supporting favorable policy and legal framework, strengthening capacities, skills, and voice of the target beneficiaries and of their organizations to engage in the RBCF programs and benefit from them;
- Identify and strengthen opportunities for engagement of the target beneficiaries by supporting their collaboration and partnerships with other key stakeholders, and ensuring that they lead and benefit from Results-Based Climate Finance (RBCF) through appropriately designed pilot activities, which can be easily replicated and upscaled; and
- Integrate social inclusion and gender equity in the design and implementation of RBCF programs through knowledge transfer and the sharing of best practices.
