Jane Jamieson
Program Manager
Jane is the Program Manager for two trust funds administered by the World Bank that focus on infrastructure: the QII Partnership and the Public-Private Infrastructure Advisory Facility (PPIAF). A British national, Jane brings over 20 years of technical and managerial experience in delivering infrastructure projects and programs in developing countries. This includes delivering public-private partnerships (PPPs), technical expertise in the water sector, and wide-ranging knowledge of international development policy and practice from living and working in Asia, South America, and Africa.
Jane joined the World Bank Group in 2010 in IFC’s PPP Advisory Services where she undertook PPP transactions and business development, primarily in the water sector in Africa. Prior to that, she worked at the UK Department for International Development (DFID, now FCDO), where she led DFID’s policy and programs to support private sector participation in infrastructure and acted as Infrastructure Advisor to a range of DFID country programs in Central Asia, China, and Guyana. Jane holds master’s degrees in engineering from the University of Southampton, UK, and Ecole Nationale du Génie de l'Eau et de l'Environnement de Strasbourg, France.
Ludovic Delplanque
Senior Infrastructure Specialist
Ludovic is a Senior Infrastructure Specialist with a focus on energy and transport for both the QII Partnership and the Public-Private Infrastructure Advisory Facility (PPIAF) and is a senior member of the World Bank’s Infrastructure, PPPs & Guarantee (IPG) team based in Singapore.
He has over 25 years of experience in PPP transactions and institutional advisory and a multifaceted background in managing stakeholders and structuring and financing power projects, of which the model case Nam Theun 2 hydroelectric project in Laos is a particular highlight. Before joining the World Bank, Ludovic spent almost 20 years in the private power industry, starting in 1996 with the founding of the Asian branch of Sithe Energies, a leading IPP company. In recent years, he has independently advised numerous governments in South and East Asia and East Africa on their respective PPP programs and projects.
A French and Australian national, Ludovic holds a Master of Science in engineering and international development, and a post-graduate degree in marketing and finance from ESSEC business school, France.
William Davies
Senior Infrastructure Specialist
Will is a Senior Infrastructure Specialist with a focus on the water and urban sectors for both the QII Partnership and the Public-Private Infrastructure Advisory Facility (PPIAF). Prior to this role, he spent over 12 years with IFC supporting the developing of commercial financing opportunities across the infrastructure, manufacturing, and agribusiness sectors.
Will has lived and worked in Africa for 10 years during his career, both with the World Bank Group and for two years with the Ministry of Water in Ethiopia. He holds degrees in economics and international relations from George Washington University, the University of Sydney, and the University of Nottingham.
Naomitsu Nakagawa
Infrastructure Specialist
Nao is an Infrastructure Specialist for the QII Partnership leading grant origination, pipeline development, and portfolio management in the areas of urban, water, and governance, in addition to supporting the QII Program Manager with partnership engagement and coordination, particularly with the government of Japan. His work also involves the development and dissemination of knowledge products about relevant and emerging themes of QII. Previously, he served as a Reporting Liaison Officer at the United Nations Office for Project Services (UNOPS) Operational Hub in Amman, Jordan. Nao has a BA in economics from Brigham Young University and a master's in development studies from the International Institute of Social Studies of the Erasmus University of Rotterdam.
Ishan Khokar
Infrastructure Specialist
Ishan is an Infrastructure Specialist with the World Bank’s Infrastructure Finance, PPPs & Guarantees Group where he supports program management and strategy for the QII Partnership and leads QII’s projects in the clean energy, digital development, cybersecurity, and sustainable transport sectors. Ishan has supported various lending and advisory operations for the World Bank’s Energy Practice and at the Energy Sector Management Assistance Program (ESMAP) – promoting battery energy storage and e-mobility for Bangladesh, India, Sri Lanka, and Sub-Saharan Africa. He brings over 12 years of regulatory, policy, business development, and investment management experience from the private energy sector in South Asia. Ishan holds a master’s degree specialized in energy policy and infrastructure finance from The Fletcher School of Law and Diplomacy and a Mechanical and Energy Engineering degree from VIT University in India.
Luciana Guimaraes Drummond e Silva
Infrastructure Specialist
Luciana is the gender specialist as well as overseeing the global knowledge portfolio for both the QII Partnership and the Public-Private Infrastructure Advisory Facility (PPIAF). She has over 12 years of experience implementing and managing a portfolio of investments and advisory services on public-private partnerships (PPPs) and commercial and project finance and has extensive experience in legal, regulatory, and institutional reforms to foster private sector participation in all infrastructure sectors in Latin America, Africa, Asia, and the Middle East.
Prior to joining the World Bank, Luciana worked for the private sector developing healthcare PPPs and advising multinational enterprises on competitiveness and innovation challenges and on market intelligence strategies in Brazil.
Luciana is a lawyer who also holds a bachelor’s degree in International Relations and a master’s degree in International Economics from Johns Hopkins University’s School for Advanced International Studies (SAIS).
Helen Gall
Monitoring and Evaluation Specialist
Helen works across QII’s portfolio to ensure that monitoring, evaluation, and learning processes meet and support results-based management needs. Her strong background in data analysis allows for the synthesis of knowledge and lessons learned from grant activities to better curate the direction of the Partnership’s future knowledge creation activities, aid in the dissemination of QII best practices, and ultimately best meet strategic priorities.
Previously, Helen served on the Public-Private Infrastructure Advisory Facility’s (PPIAF) climate resiliency and environmental sustainability team where she worked to mainstream climate mitigation, adaptation, and resiliency within the group’s technical advisory work and knowledge product development.
Prior to joining the World Bank, Helen worked in the private sector as a geologist at an engineering consulting firm on integrating geologic, environmental, and climate criteria within the design and construction of large-scale infrastructure projects. She also consulted for the U.S. federal government to better plan for infrastructure lifecycle risks. Helen received a Ph.D. in geosciences from Pennsylvania State University, with a specific focus on disaster risk management.
John Saville
Senior Knowledge Management Assistant
John is the Senior Knowledge Management Assistant for the World Bank’s Public-Private Partnerships team. He manages the QII portfolio and maintains internal systems and compliance efforts, including progress reporting, extensions, grant award letters, and budgeting.
Prior to working with PPP and QII, John worked in various teams at the World Bank, including the World Bank Institute since 1999. He was an English teacher for the public school system in Kochi City, Japan, from 1995 to 1998, and holds an MBA from the University of Maryland Global Campus and a bachelor's degree in Japanese Language and Literature from the University of Georgia.
Sunny Kaplan
Communications Lead
Sunny works closely with the team to support QII's communications efforts including publications such as blogs, project briefs, knowledge products, and online presence, as well as being involved with strategic communications. She is also a writer and editor for the World Bank's Infrastructure Finance, PPPs & Guarantees Global practice, among other programs.
Prior to joining the Bank as a communications consultant in 2012, Sunny worked as a journalist specializing in investigative reporting and special projects. She also served as a U.S. Peace Corps Volunteer in Niger as a natural resource management volunteer focusing on environmental education. Sunny has a bachelor’s degree in International Affairs from the University of Colorado and a Master’s in Public Affairs Reporting from the Philip Merrill College of Journalism at the University of Maryland.
Kasumi Shirahata
Communications Consultant
Kasumi is a communications consultant for the QII Partnership working to help strengthen its visibility by producing communications materials and implementing knowledge activities and partnerships.
With prior experience at the Embassy of Japan in Bangladesh as a diplomat, Kasumi managed resource mobilization and policy formulation for various sectors, including large-scale infrastructure projects: railway, energy, hospitals, schools, WASH, and housing for slums and refugee camps as a climate change and gender focal point.
Her extensive background as a social development specialist includes involvement in sustainability business development, public-private partnerships, gender empowerment, and refugee/migrant protection across Asia and the Middle East through working at UNHCR as a protection officer and at PwC as a sustainable business consultant. Kasumi holds an MSc in Development Administration and Planning from University College London.
