Safety Net Programs in Kenya Support Orphans, the Elderly and Persons with Disability

Since 2000, there has been steady economic growth and modest rises in incomes in Kenya. However, high rates of poverty persist, particularly among vulnerable groups such as children (especially orphans and vulnerable children), older people, people with severe disabilities and food insecure households. With the support of IDA – the World Bank’s fund for the poorest – the Government of Kenya is increasing harmonization and consolidating of four cash transfer programs that support Kenya's most vulnerable households. This approach is contributing to improving coordination between the different programs, reducing duplication across programs, improving operational efficiency, increasing coverage and improving timely payment of benefits.
