World Bank Debars Multi-Tech Consult (PTY) Ltd. and its Managing Director

WASHINGTON, December 6, 2023 — The World Bank today announced the 42-month debarments of Botswana-based Multi-Tech Consult (PTY) Ltd. (“MTC”), a civil engineering company, and its Managing Director, Mr. Peter Lambileki, a Tanzanian national, in connection with fraudulent practices under the World Bank-financed Improved Rural Connectivity Project in Zambia, the Second Kenya Informal Settlements Improvement Project, and the Strategic Cities Project in Tanzania (collectively, the “Projects”).

The debarments make MTC and Mr. Lambileki ineligible to participate in projects and operations financed by institutions of the World Bank. The debarments are part of settlement agreements under which the company and Mr. Lambileki acknowledge responsibility for the underlying sanctionable practices and agree to meet specified integrity compliance conditions as a condition for release from debarment.

According to the facts of the case, MTC and Mr. Lambileki misrepresented MTC’s experience in connection with three expressions of interest in order to mislead procurement officials to obtain contracts under the Projects. These actions constitute fraudulent practices under the World Bank’s 2011 and 2014 Consultant Guidelines and 2016 Anti-Corruption Guidelines.  

The settlement agreements provide for a reduced period of debarment in light of the company’s and Mr. Lambileki’s admissions of wrongdoing and voluntary restraint. As conditions for release from sanction under the terms of their respective settlement agreements, Mr. Lambileki commits to undertaking corporate ethics trainings that demonstrate a commitment to personal integrity and business ethics, while MTC commits to implementing integrity compliance measures that reflect the principles set out in the World Bank’s Integrity Compliance Guidelines. In addition, any affiliate that Mr. Lambileki or MTC controls, directly or indirectly, will be required to similarly implement appropriate integrity compliance measures. The company and Mr. Lambileki also commit to continue to fully cooperate with the World Bank’s Integrity Vice Presidency.

The debarments of MTC and Mr. Lambileki qualify for cross-debarment by other multilateral development banks (MDBs) under the Agreement for Mutual Enforcement of Debarment Decisions that was signed on April 9, 2010.
