Sustainable Horizons in Latin America and the Caribbean: Unveiling Strategies for Climate-Resilient Development

Mr. Carranza is a chemical engineer with a master's degree in Energy and Sustainable Development from the Polytechnic School of Montreal, and complementary studies in Governance and Public Management. He has over 12 years of experience in Environmental Governance and Project Management for Climate Action, including eight years serving as a Sustainable Development Manager, Climate Change Officer, and negotiator at the United Nations Framework Convention on Climate Change.

Mr. Ceara Hatton has been Minister of Environment and Natural Resources since 2022, prior to which he served as the Minister of the Economy, Planning, and Development. He is an economist with expertise in macroeconomics, economic development, and economic theory among others. He holds a position as a researcher at the “José Luis Alemán” Center for Economic and Social Studies of the Pontifical Universidad Católica Madre y Maestra (Pucmm), where he has been a professor since 2011. Prior to 2011 he worked as the national coordinator of the Office of Human Development at UNDP. He graduated in Economics from the National Autonomous University of Mexico (UNAM) and the Center of Economic Research and Teaching (CIDE), also from Mexico, specializing in the Development and Econometrics topics.

Mr. Resende graduated with a PhD in economics from IE/UFRJ (2018), with a thesis on the quantitative assessment of concentration control in the fuel sector. He also has a master's degree in economics from CEDEPLAR/UFMG (2007), with a dissertation on the effects of income inequality on crime. He has been a Specialist in Public Policies and Government Management since 2005 and has held several positions in the federal public administration. He was a member of the Court of the Administrative Council for Economic Defense (2015 -2019), Director of Concessions and PPPs at the Ministry of Planning (2012 – 2015), and economic advisor at the Ministry of Mines and Energy (2007 – 2012). He was also a consultant on the economics of regulation and competition at the World Bank (2020 – 2022) and professor of economic regulation at ENAP (2010 – 2021).

Jessica Ocampos is an award-winning Biotechnology Engineer with 18+ years' international experience in R&D, technology transfer, and business development. She is the Technology Founder/Managing Director of University of Cambridge management consulting and tech startup Camnexus Limited. She is also an associate of the University of Cambridge Tech Transfer Office and serves as business strategy developer for its International Outreach Programme. Her international professional experience includes work with multinational companies, including Bayer Corporation Berkeley, P&G Latin America, 3M Chile, and Air Liquide. In 2021 she co-authored the publication ‘International Technology Transfer to Promote Access and Innovation in Times of Global Crisis’ which deals with the role of Technology Transfer in access to technologies and the need to develop local innovation capacities in the face of global sustainability challenges.
