Multilateral Development Banks and their Green Public Procurement for Sustainable Development

Arturo Herrera Gutierrez is the Global Director for Governance Global Practice in the Equitable Growth, Finance, and Institutions Practice Group (EFI) Vice Presidency.

Mr. Herrera, a Mexican National, has extensive experience in governance, as a practitioner and from the development and academic perspectives.

He joined the World Bank in 2010 as Senior Public Sector Management Specialist in the Latin America and the Caribbean (LAC) region. He held various positions in the Bank including as Sector Manager in LAC, Practice Manager in Governance Global Practice for the LAC and East Asia and the Pacific regions in the Global Unit before leaving the World Bank Group in 2018. 

Between 2018 and 2021 he has held leadership positions in the Government of Mexico as Co-Head of the Finance Team in Presidential Transition Team, Deputy Finance Minister and, most recently, as Minister of Finance and Public Credit.

As Global Director for Governance, Mr. Herrera’s priorities include leading the formulation of strategy and engagement of the Bank’s work on public institutions and country-level governance, especially in fragile, conflict and violent settings; maximizing the effectiveness of operational support for public financial management and public procurement; fostering excellence in the Governance Practice’s work on public sector administration and operational support for legal and judicial reforms.

Mr. Herrera has also taught Monetary and Banking and Macro and Micro Economics at both El Colegio de Mexico and New York University where he completed his doctoral studies in Economics.

Enzo de Laurentiis is the World Bank’s Chief Procurement Officer, in the Operations Policy and Country Services Vice-Presidency.  Previously, he served as Manager of the Procurement Policy Unit in the same Vice-Presidency, as a Practice Manager in the Governance Global Practice, and as the Regional Procurement Manager for the East Asia and Pacific and the Latin America and Caribbean Regions of the World Bank.

Prior to joining the World Bank as Procurement Specialist in 1998, Mr. de Laurentiis was Projects Director and later Vice President of an international consulting firm providing advisory services on procurement to Multilateral Development Banks, countries and the private sector.

Mr. de Laurentiis has been a member of the adjunct faculty at American University Washington College of Law in Washington, D.C., from 1992 to 2004, teaching international contracts and international procurement law.  He has also prior legal and international banking experience.

Mr. de Laurentiis holds a law degree (Dottore in Giurisprudenza) from the University of Trieste in Italy and a Masters of Laws (LL.M.) in International Legal Studies from American University Washington College of Law.

Adriana Salazar is a Senior Procurement Specialist at the Operations Financial Management and Procurement Services Office at the Inter-American Development Bank. She has 16 years of experience in the analysis, design, and implementation of public policy with expertise on public investment, project economic appraisal, energy infrastructure, social policy, public procurement, and sustainability.

Prior to the IDB she collaborated with the Mexican Federal Government as Director of Economic Studies at the Public Procurement Unit where she worked on the design and implementation of the new public procurement system, winner of the United Nations Public Service Awards.

She was also Deputy Director of investment projects in energy as an expert on socio-economic evaluation and Deputy Director of Public-Private Partnerships for energy infrastructure in the Ministry of Finance.

Adriana graduated with honors in economics from the Monterrey Technologic Institute in Mexico with complementary studies in Örebro University in Sweden and Yale University in the United States as well as specialization courses in Harvard Extension School and the Massachusetts Institute of Technology. She holds a master’s in Public Administration and Social Policy from the London School of Economics and Political Science. 

Ashraf Ayad, accumulates over 22 years of experience in procurement and project management. In particular he possesses extensive experience in designing efficient procurement arrangements and monitoring of procurement performance within projects of various sizes and with different complexity levels.

Mr. Ayad currently serves as the Lead Procurement Policy Officer in the African Development Bank (AfDB) responsible for the development of various procurement tools and policy documents.

He significantly contributed to the development of the AfDB’s current Procurement Framework and was also selected as a member of the High-Level Panel responsible for the review of the Islamic Development Bank’s Procurement Policy.

Before joining the Bank, he worked as a business development and procurement expert in Egypt, Namibia and Swaziland where he assumed different roles. During this period he developed bidding strategies and market analysis for private sector firms. He also served as a Member of various high-level committees assigned to approve high value procurement, claims, contract amendments and complaints.

Mr. Ayad holds an MBA from the American University in Cairo, he was also certified by the Project Management Institute, Pennsylvania, USA as a Project Manager Professional (PMP), in June 2002. He also acquired a B.Sc. In Civil engineering from Cairo University in 1992.

Doug Fraser holds an MBA in Strategy and Procurement and full membership of the Chartered Institute of Purchasing and Supply (CIPS).

He has over 20 years of experience as an international procurement specialist across the Americas, Asia, and Africa and has worked in transactional, consulting and reform roles.  

He is currently the Head of Procurement at the Caribbean Development Bank where he oversees the Bank’s project procurement across its 19 borrowing member countries and is involved in procurement reform and capacity building projects across the region.

Erika Bozzay joined the OECD in early 2014 and currently works as a senior policy adviser at the Infrastructure and Public Procurement Division at the OECD. In her current position, she is leading different works streams and projects on sustainable and strategic public procurement.

In 2020-2021, she was leading the OECD Programme on Incorporating Responsible Business Conduct into Public Procurement. She also works across other public procurement topics including gender-responsive public procurement, circular public procurement or digitalisation of public procurement systems.

Before joining her current division, she worked for the SIGMA programme, which is a joint initiative of the OECD and the European Union and led SIGMA’s public procurement professional team.

Prior to joining OECD, she worked in Hungary’s civil service for more than 12 years, in the final years as State Secretary in the Ministry of National Development and Economy. She also has training experience, has given lectures in public procurement and led specialized post-graduate courses for lawyers and economists. She holds a Master’s Degree in law and political sciences.

Jenny Chu is a Procurement Specialist from the Procurement, Portfolio and Financial Management Department of the ADB.

She is ADB's focal point for sustainable procurement and Environmental Health and Safety in Procurement. In addition to these responsibilities, Jenny has supported ADB sovereign operations projects procurement and contract management matters in East Asia, South East Asia and in the Pacific as well as the bank wide loan consulting function.

She is a chartered professional engineer and an admitted barrister and solicitor of the High Court of New Zealand.

Andy Cochrane is a Consultant currently developing the World Bank’s Sustainable Procurement Guidance, and establishing an approach to carbon measurement and mitigation through procurement of World Bank projects.

Andy has a background in legal and consulting, and has accumulated over 10 years’ experience in commercial and procurement leadership roles for the New Zealand government, spanning delivery, operations, and technology, as well as setting policy and strategy at the national level.

Andy spent a year at the OECD’s Public Procurement Unit supporting OECD member country procurement reforms, and most recently led a number of workstreams targeted at transitioning the construction sector in New Zealand towards a more resilient and sustainable future.

Francisco Rodriguez is the Senior Procurement Specialist of the Equitable Growth, Finance, and Institutions Practice for the Latin America Region of The World Bank. Currently, He is the Procurement Coordinator for Mexico and Colombia. 

Rodriguez has 20 years of experience in public procurement with a big emphasis on the acquisitions of civil works, goods, consulting services, Private Partnerships, and community projects.

Since 2007, Francisco has worked with Latin American countries on initiatives to modernize public procurement. He is currently one of the co-chairs of the Green Public Procurement Community of Practice of The World Bank. 

Francisco Rodriguez is a Colombian national with a degree in Business Administration and a Master’s degree in International Relations from the Pontificia Universidad Javeriana.

Etel Patricia Bereslawski, an Argentinian national, joined the Bank in 2008 as a Senior Procurement Specialist in Procurement Sector Unit in Latin America and Caribbean Region.

She has since held various positions as a Senior Procurement Specialist , Hub procurement coordinator  and Lead procurement specialist in the Latin America Caribbean and East Asia and Pacific regions. Currently she is the Procurement Manager for the Middle East and North Africa Region for the World Bank.

Before joining the World Bank, she worked for several international organizations, such as UNDP, UNESCO, UNICEF, European Union and Asian Development Bank and for one of the largest Spanish consulting firms. Overall, she accounts with more than 30 years of experience and  has lived and worked in ten different countries (Argentina, Mozambique, Cape Verde, Angola, Spain, Honduras, Philippines, USA, Brazil and China). 

Etel Patricia Bereslawski holds a master’s in civil engineering from the University of Buenos Aires, postgraduates in Water Resources and Hydrogeology, from the  Institute of Hydrology of Madrid and Polytechnic University of Catalonia, and an Environmental Sciences certificate from  the University of Harvard,  Massachusetts  and a Master LLM on Public Procurement Law and Policy by the University of Nottingham (2015).
