Mr. Sameh Mobarek is currently the Program Leader for Sustainable Development and Infrastructure for the South Caucasus Region at the World Bank. In his current role, Sameh works closely with the South Caucasus Country Teams to design, implement and oversee country and regional programs that help achieve the strategic goals in Armenia, Azerbaijan and Georgia. He works across Global Practices including Agriculture, Water, Urban Development, Social and Environment, Transport, Digital Development, Energy and Extractives to develop multi-sectoral solutions to the complex development challenges faced by these countries. Sameh also manages the dialogue with various clients and stakeholders to address problems and devise solutions to dealing with key development challenges in the region.
A seasoned professional with extensive experience in the energy sector, Mr. Mobarek has successfully raised significant venture and limited recourse capital and led transaction teams in developing, financing, owning, or operating major energy assets globally. His expertise includes structuring and negotiating complex agreements and managing diverse teams across continents.
Sameh holds a Juris Doctor from Loyola University Chicago, an MBA in Finance, and a Bachelor of Science in Electrical Engineering and Computer Science from George Washington University. He is also admitted to practice law in the United States.
Mr. Mobarek has authored several articles on energy efficiency, climate change, and regional electricity trade, published on World Bank Blogs and in various legal publications.
