Because it has been observed that the private sector in many nations provides utilities and transport in developing nations, former owners and operators of the infrastructure must redefine their roles and develop the skills to regulate the privately owned infrastructure. This program was designed to help governments develop the skills required to meet the new criteria demanded for the regulation of infrastructure.
