Synopsis
To help address management challenges in the vast provincial public investment portfolio, the Sindh Public Sector Management Reform Project has created a tool that improved project transparency and monitoring and allow schemes to be executed more efficiently. So far, a total of 4,158 Annual Development Program Schemes and 5,217 Sub-Schemes have been recorded in the progress monitoring dashboard and 1,120 beneficiary feedback have been received.“Geotagging of development schemes has improved spatial monitoring and planning capacity and has increased transparency. Challenge
With the massive scale of development schemes in Sindh Province(which represents approximately 803902.5 in millions of PKR), completing them in an efficient, effective and transparent manner can be a major challenge. Due to lack of real time information and monitoring and evaluation (M&E) systems and beneficiary feedback mechanisms, making informed and timely decisions on how to take schemes forward has been difficult in the past.
Approach
For the Government of Sindh, the Planning and Development Department (P&DD) oversees the management of all public investments in the province. With support from the World Bank’s Sindh Public Sector Management Reform Project, one of the activities that has brought great advances and benefits not only to P&DD, but also to many other departments, was the development of a proper monitoring and evaluation (M&E) innovative tool. This M&E tool is enabling improvements to project monitoring and allows development schemes to be executed more efficiently, coordinating all external assistance.
As the world moves towards automation, it only makes sense to utilize useful technology to enhance monitoring and tracking capabilities in the construction industry. By adding a real-time application in Annual Development Program (ADP) Progress Monitoring Dashboard to the monitoring and progress tracking of ADP Schemes, this Mobile App allows filling up of predefined forms to record progress of development schemes in terms of their physical progress with pictures, geo-tagging, issues, observation type and physical quantitative measures.
With the help of Real Time Mobile APP Monitoring and Evaluation Cell (MEC) can easily track activities in real-time, including what the ADP Project team is doing, which Department are completing their tasks, or all other activities that are needed. This transparency helps Departments to take important decisions for their project.
Examples of High Level Outcomes:
Improved collection of Sales Tax on Services. Increased from 39 billion Pakistan Rupees in 2013-14 to 135 billion Pakistan Rupees in 2019-2020, this represents an average growth of 24 percent.
Transparency in budget formulation, allocation and execution.
Increased automation of Sindh Revenue Board systems
Risk-based audits of taxpayers implemented
Departments with proactive feedback mechanism established
Establishment of the internal audit function
Debt Management System instituted
More than 1,300 employees have received training in tax audit functions, procurement (with certification), human resources, debt management, among others.

The International Development Association (IDA) provided $50 million in funding for the project
