Securing livability in cities requires knowledge and experience in broad areas of urban development; building infrastructures resilient for disasters such as urban flood, sustainable management of solid waste and water, and creating green public spaces etc. What do all these have in common? These urban development initiatives can only be realized with sustainable and efficient fiscal management.

With more than half of the global population now living in cities—a proportion that continues to grow as urbanization accelerates—sustainable access to finance for cities is more critical than ever. This is particularly true for cities in low and middle-income countries, which are rapidly urbanizing and experiencing expanding financing needs. A sustained increase in urban infrastructure investment is essential to enable economic growth, improve quality of living, and build resilience to the anticipated impacts of climate change.

The World Bank Tokyo Development Learning Center (TDLC) is organizing a Technical Deep Dive (TDD) on Fundamentals and Innovations in City Finance from Monday April 14 to Friday April 18, 2025. This TDD will be delivered in collaboration with the International Finance Corporation (IFC).

14 delegations from World Bank and IFC client countries in the municipal sector will participate this TDD to learn best practices and tools to improve the financing of urban infrastructure and service delivery and increase their capacities to better access and manage fiscal resources of municipalities.

Citing the cases of Japan and global, this TDD will showcase solutions from both national ministries and municipalities, in topics such as debt sustainability and PPPs for urban services. There will also be opportunities for peer exchange and learning.
