Technical Deep Dive on Cybersecurity: Enhancing Cyber Resilience for National and Local Governments

The World Bank Tokyo Development Learning Center (TDLC) in collaboration with the Digital Development Global Practice (IDD) and the Japanese Ministry of Internal Affairs and Communications (MIC), is organizing a Technical Deep Dive (TDD) on Cybersecurity from July 22 to July 26, 2024, in Tokyo. Delegations from twelve countries and the World Bank staff, comprising approximately 40 representatives from World Bank client countries engaged in urban development projects, will participate in this TDD. 

Today, many countries are heavily investing in digital infrastructure, such as broadband networks, cloud systems for effective e-Government, digital identification systems, and IoT applications in sectors such as health, transport, and agribusiness. However, countries are experiencing a greater level of cyber risk with the increase in digital infrastructure. Malicious activities, such as hacking, are exposing them to significant cyber harm, threatening the resilience of digital infrastructure, disrupting service delivery, and undermining development. If national and local governments want to use technology solutions to address development challenges, they must be prepared to respond to the associated technology risks. Making the right choices to invest in cybersecurity requires a good understanding of the available cyber solutions, robust institutional governance of cybersecurity, solid operational procedures and skilled cyber personnel.

The TDD aims to raise cybersecurity awareness, demonstrate solutions, and foster better understanding and collaboration for both national and local governments through learnings from international experts, including those from Japan, as well as other cyber professional peers from participating countries. It will explore cybersecurity topics including governance, legal and institutional frameworks, incident response, critical infrastructure protection, skills and awareness, the cybersecurity industry and private sector, and international cooperation.

In this five-day program, participants will visit the cybersecurity companies and national institutions in Tokyo and Kawasaki. They will learn global trends in cyberattacks to the companies, their cybersecurity measures, and control system security services.
