The World Bank-Tokyo Development Learning Center (TDLC) was founded in 2004 through a partnership between the World Bank (WB) and the Government of Japan (GOJ) with the mission to document and disseminate Japanese and global best practices, generate new insights, and share actionable solutions to maximize the impact of WB urban projects in developing countries. TDLC operates through four integrated workstreams - Technical Deep Dives, Operational Support, Partnership and Collaboration, and Outreach and Dissemination.

As its current Phase IV program (FY2021-FY2025) approaches the final year of implementation, TDLC conducted a stocktaking and visioning workshop from 5 to 6 June 2024. The findings from the workshop will inform the preparation of the Phase IV Assessment Report along with the inputs from TDLC Knowledge Recipients (i.e., World Bank Task Team Leaders and Country Clients) and Knowledge Delivery Partners (i.e., Japanese Cities, Japanese and International Resource Persons).

Attended by WB and TDLC staff, consultants, and Advisors, the two-day workshop examined the strategic relevance of the program to the development directions of the GOJ, WB and client countries, and the extent to which it has been effective in pursuing the TDLC mission. Based on the analysis of successes and challenges encountered by the program, and considering the direction of the WB to evolve into a “Knowledge Bank”, the workshop also facilitated constructive exchange of ideas among the participants to help TDLC design the upcoming Phase V program and position itself as leading knowledge hub within the WB Group promoting the development of livable cities.
