The FLC is organized around three core pillars that drive its strategic approach:
Measurement – Improving the quality and availability of data to assess learning outcomes, monitor progress, and identify gaps in foundational learning.
Evidence-Based Policies and Systemic Reforms – Supporting governments in designing and implementing policies and reforms grounded in data and research to enhance learning outcomes at scale.
Capacity Building – Strengthening the ability of education systems, institutions, and educators to deliver quality foundational learning through targeted training and resources.
In addition to these pillars, the FLC integrates five cross-cutting themes to ensure comprehensive and inclusive impact:
Gender – Promoting equal access to education and addressing barriers to learning faced by girls and boys.
Climate – Supporting education systems in building resilience to climate-related challenges and integrating climate awareness into learning programs.
Education Technology (EdTech) – Leveraging digital tools and innovative learning platforms to expand access and improve learning outcomes.
Inclusion – Ensuring that children with disabilities, refugee children, and other marginalized groups have equal access to quality education.
Fragility, Conflict, and Violence (FCV) – Addressing the unique challenges faced by education systems in fragile and conflict-affected settings, helping to restore learning opportunities and stability.
This structured approach allows the FLC to target key areas of educational development while ensuring that learning initiatives are inclusive, resilient, and responsive to global challenges.
