China has been urbanizing rapidly over the past three decades. Small towns play a key role in linking cities and rural areas and accommodating rural migrants. Since 2015, the World Bank has been working with China through the Shaanxi Small Towns Infrastructure Project to provide infrastructure, deliver services and better manage towns.
