Ethiopia, one of the largest refugee hosting countries in the world, is changing its policies to include refugees in their development plan. In some cases, the government is offering work permits so refugees can move out of camps and become self-reliant. The World Bank is supporting these efforts to create economic opportunities that will benefit both refugees and their host communities.
