The district of Bojonegoro used to be among the poorest in East Java, Indonesia. But oil discovery in the region has increased the district’s revenue, and the local government wants to ensure that the money is well spent. With the support of the Governments of Canada and Switzerland, the European Union, and the World Bank, Bojonegoro is implementing a new approach called the Rapid Assessment and Action Plan to Improve Service Delivery, or RAAP-ID, to provide better public services in education, maternal health and business licensing.
