One of the world’s most fragile states, Somalia is slowly emerging from more than two decades of conflict. One key aspect of returning the country to a state of normalcy will require a process referred to as DDR - disarming, demobilizing, and reintegrating combatants. Through a national program, the Federal Government of Somalia is planning to open a window for national reconciliation and peace-building.In November 2014, a delegation consisting of officials from the Somali National Programme for Disengaged Combatants, the United Nations Assistance Mission and the African Union Mission in Somalia traveled to Rwanda on a World Bank facilitated study tour to learn from Rwanda’s own successful demobilization initiative.
