World Bank Group Debars PT. LPPSLH Konsultan

WASHINGTON, July 10, 2024 The World Bank Group today announced the 65-month debarment of Indonesia-based consulting company PT. LPPSLH Konsultan in connection with fraudulent, corrupt, and obstructive practices as part of the Investing in Nutrition and Early Years Project in Indonesia.

Anchored in the government’s national strategy to accelerate stunting reduction efforts, the project was designed to increase access and use of nutrition interventions by pregnant mothers and children 0-to-24 months of age in priority districts. According to the facts of the case, LPPSLH overbilled the project, improperly hired a project official’s family member, and withheld documents material to the World Bank’s investigation. These were fraudulent, corrupt, and obstructive practices according to the World Bank’s Anti-Corruption Framework.

The debarment makes LPPSLH ineligible to participate in projects and operations financed by institutions of the World Bank Group. It is part of a settlement agreement under which the company acknowledges responsibility for sanctionable practices and agrees to meet specific compliance conditions as a requirement for release from debarment.

The settlement agreement provides for a reduced period of debarment in light of the company’s voluntary remedial actions. As a condition for release from sanction under the terms of the settlement agreement, the company commits to developing and implementing integrity compliance measures that reflect the relevant principles set out in the World Bank Group Integrity Compliance Guidelines. The company also commits to continue to fully cooperate with the World Bank Group Integrity Vice Presidency.

The debarment of LPPSLH qualifies for cross-debarment by other multilateral development banks (MDBs) under the Agreement for Mutual Enforcement of Debarment Decisions that was signed on April 9, 2010.
