The World Bank offices in Malawi, Tanzania, Zambia, and Zimbabwe are hosting a dynamic and thought-provoking youth debate, which will bring together youth from each country. They will face off against each other as Team Serengeti and Team Zambezi, to discuss and debate the critical issues surrounding education and inclusive growth in Sub-Saharan Africa.
Debate motion: Should governments focus on quality of education now rather than expanding access?
Context
The latest edition of Africa’s Pulse titled, ‘Transforming Education for Inclusive Growth’, highlights the urgent need for the region's education sector to absorb approximately 170 million additional children and adolescents to achieve universal education by 2030. This ambitious goal requires the construction of 9 million new classrooms and the hiring of 11 million more teachers. Beyond the financial challenges, policymakers must prioritize improving learning outcomes and equipping youth with the skills necessary to thrive in today's rapidly changing economy. This debate will explore how education can position all Africans for success and which skills should be prioritized by policymakers.

Dr. Limbikani Kamlongera (Malawi)
Dr. Limbikani Kamlongera is the Executive Director of Girls Education Trust. She is a versatile, results-driven professional with over 20 years’ experience in higher education and broadcast communications. She has a strong background in creating, writing, and producing communication pieces, as well as comprehensive experience developing exceptional relationships with clients, peers, senior leadership, students and communities to provide successful programs and solutions. Before joining the Trust, Dr. Kamlongera worked as a Dean of Academics at the African Bible College, Head of News and Programs with the Times Group and Communications Manager for World Vision Malawi. Dr. Kamlongera has exceptional skills in critical thinking, community outreach, and public relations stemming from her experience as a news editor, researcher and educator. She has a Doctorate in Education from Grambling State University (Louisiana, USA), a master’s degree in mass communication also from GSU, and a bachelor’s degree from the African Bible College (Lilongwe, Malawi).
Baruani Idd Mshale (Tanzania)
Dr. Baruani Mshale serves as the director of learning and strategy at Twaweza East Africa leading research, learning, monitoring and evaluation work. He holds a PhD in Natural Resources Policy and Planning from the University of Michigan and a master’s in environmental science from Yale University. Baruani is a staunch human rights and democracy activist with a passion for contributing towards balancing rural development and environmental conservation goals in the tropics. Baru is an active mountaineer (9 times up Mt. Kilimanjaro), self-made chef, social runner, recreational table tennis player and avid dancer.
Josephine Chinake (Zimbabwe)
Josephine Chinake is an entrepreneur, tech strategist, product manager and climate action champion. She is passionate about Entrepreneurship, youth and working with women and girls. ICT is an integral part of her story. She is the founder and CEO of an emerging business Templelite Technologies. The visionary behind Girls in Tech Zimbabwe advocating for equal and inclusive representation of women in STEM particularly technology. Josephine is the Seesano Impact Award 2021 winner for the most sustainable green business in Africa. She was named among the 35 Most Influential Women in Technology in November 2021 and a finalist for the Women in Technology sector for the Women of Stature 2022. In 2024 Josephine was awarded the YALI Zimbabwe Trailblazer Award.
