Addressing Governance and Corruption Challenges in the Response to Climate Change

Mark is the Executive Director of the EITI since 2018, leading the organisation's engagement on extractives transparency and managing the International Secretariat. Mark serves as Board Secretary and is responsible for managing the International Secretariat, fundraising and financial management, and oversight of implementation in EITI’s member countries.

Mark has over 30 years' experience in governance, extractives, climate and international development, and a career spanning the worlds of policy, operations, research and philanthropy. Prior to joining EITI in 2018, Mark served as Global Director for Governance at the World Resources Institute in Washington D.C. He previously held senior positions at the Department for International Development, the Institute of Development Studies, the Ford Foundation, and the Overseas Development Institute.

Mark has held several board and advisory roles and currently serves as an Envoy for the Open Government Partnership. Mark was a founding member of the OGP Board of Directors and the first Board Chair from 2016-2020. He holds a DPhil and MA in Comparative Politics from the University of Sussex, and a BA honours degree in Social and Political Science from the University of Cambridge.

Tsakani Maluleke is the first woman to hold this position in the supreme audit institution’s 109-year history. She was also the first woman deputy Auditor General of South Africa.

Her background as a Chartered Accountant spans more than 20 years, with experience in both the private and public sectors, and in areas as diverse as auditing, consulting, corporate advisory, development finance, investment management and skills development agencies.

Tsakani served on the Presidential Black Economic Empowerment (BEE) Advisory Council, where she successfully led a subcommittee that developed recommendations for broad-based Black economic empowerment. Tsakani’s career is motivated by a passion to actively contribute to advancing Black men and women in the accountancy profession. Her role as the former South African Institute of Chartered Accountants (SAICA) non-executive chairperson of the board  enabled her current work.

Laury sets NRGI’s strategic trajectory in the Middle East and North Africa. She represents NRGI in the region and oversees the implementation of programs and projects. Prior to becoming regional director, Laury was NRGI’s MENA senior officer in charge of media and parliamentary capacity building programs. She played a significant role in establishing the Middle East and North Africa Regional Extractive Industries Knowledge Hub in Lebanon in 2014.

In addition to setting strategies and overseeing project implementation, Laury focuses also on the geopolitical dimensions of MENA’S energy sector. She has written several publications on the subject, and regularly comments in the media on oil, gas and energy in Lebanon, the East Mediterranean and the wider region. She also hosts UNDP Lebanon’s Energy Espresso podcast.

Laury holds a master’s in Middle East politics from the University of Exeter and a B.A. in communication arts from the Lebanese American University. She speaks Arabic, French, English and Armenian.

Shuang Liu leads the Center's work on China finance and the Belt and Road Initiative. With governments, private financial institutions, NGOs and other partners, she works to enhance the regulatory framework and provide enabling conditions, to shift China's investment to sustainable finance.

Prior to WRI, Shuang directed Low Carbon Economic Growth Program and Long Term Strategies Taskforce at Energy Foundation China. In this role, she oversaw the development and implementation of the foundation's strategies on climate mitigation and economic transition. The portfolio she constructed and maintained covered research and convening activities to advise the Mid-Century Strategy development process, national and regional carbon markets design and practices, fossil fuel subsides review and reform, as well as green finance frameworks. Shuang has worked at Greenpeace East Asia, where she developed Greenpeace's first coal campaign strategy in China. The True Cost of Coal report she worked on, with leading economists, environmental groups, generated many discussions with the striking finding of external costs of coal in China. Shuang has also worked for consulting firms, to assess greenhouse gas mitigation opportunities for private sector clients and government agencies.

Shuang holds a Master's degree in Environmental and Resource Economics from University College London and a Bachelor's in Economics from Peking University.
