This study acknowledges the progress made by Kazakhstan in ensuring macro-fiscal stability and improving budget transparency as well as identifies emerging challenges in public finance to sustaining inclusive and sustainable growth in the country, such as growing quasi-fiscal spending, low productivity tax collection, and lack of progressivity in the tax policy. The report also looks at the financing of inclusive education, better targeted social policies, and options to improve inter-governmental fiscal relations.
