CReCER 2023 Regional Conference: Sustainability Reporting and Leveraging Technology for Regional Economic Development
The 11th CReCER Regional Conference of Transparency and Accountability for Regional Economic Growth will take place in the Hilton Morumbi Hotel in Sao Paulo, Brazil on May 9-10, 2023.
CReCER [1] is a regional flagship knowledge and learning initiative held every two years, which has a strong reputation for promoting transparency and accountability. This knowledge platform facilitates dialogue, debate, and dissemination of global best practices in accounting, fiscal and financial reporting and auditing, in support of economic policy-making and institutional strengthening in Latin America and the Caribbean region.
The main objective of this year’s conference – Sustainability Reporting and Leveraging Technology for Regional Economic Development – is to promote dialogue on two fronts: i) how high-quality and decision-useful financial and sustainability reporting, both in the public and private sector can support the sustainable development agenda; and ii) the use of technology to improve core government systems, including those for greater transparency and accountability. The conference aims at promoting dialogue on policies, strategies and institutional arrangements that are needed for tackling the challenges for improving transparency and accountability of the private and public sector and promoting regional growth.
The conference will convene global and regional experts drawn from high-level government officials and policymakers, the private sector, representatives of multilateral financial institutions, regulators, standards setters, governance practitioners, and academia. It will showcase the progress made during the last years in the use of technology for key government functions and service delivery, as well as examples of how sustainability reporting could provide investors and markets with reliable and comparable information on aspects such as climate change financial related risks.
The Conference is organized jointly by the World Bank, Inter-American Development Bank (IADB), International Federation of Accountants (IFAC), and Global Public Policy Committee (GPPC[2]) of the largest audit firms’ network.

AÉCIO PRADO DANTAS JÚNIOR
Accountant, postgraduate in Public Accounting. He is a speaker at technical accounting events. He was president of the Regional Accounting Council of Sergipe (2010 to 2013). He served as Operational Vice President (2014 to 2019) and Vice President of Professional Development (2020-2021) of the Federal Accounting Council, where he currently holds the position of President of the entity (2022-2023).
Aécio Prado Dantas Júnior is from Sergipe, accountant, postgraduate in Public Accounting. He is a speaker at technical events in the areas of Budget and Public Finance, Internal Control and Accounting Applied to the Public Sector. He acts as a financial and accounting consultant for several municipalities and municipal councils of the State of Sergipe. He was president of the Regional Accounting Council of Sergipe, management from 2010 to 2013; Operational Vice President of the Federal Accounting Council (2014 to 2019) and Vice President of Professional Development of the Federal Accounting Council (2020-2021). In January 2022, he assumed the presidency of the Federal Accounting Council (CFC), an accounting class body that represents more than 521 thousand accounting professionals across the country. In January 2023 he took over the Coordination of the Forum of Federal Councils of Regulated Professions.
ANA LUCI GRIZZI
Ana Luci Grizzi is a sustainability/ESG expert, teacher and speaker. She is a partner at EY, coordinator of the IBGC Sustainability Commission and member of the ABRASCA ESG Commission. She is an Emeritus Board Member at The Nature Conservancy - TNC, have an expert and a master degree in environmental law and have published several articles and 2 books on environmental matters: "Lender's Civil Environmental Liability" (Lumen Juris, 2002) and "Environmental Law applied to Agreements" (Verbo Jurídico, 2008). I also have a post-MBA degree from the Advanced Boardroom Program for Women at Saint Paul Business School.
ANDREAS BERGMANN
Director/Full Professor, Zurich University of Applied Sciences, Switzerland.
Andreas Bergmann is a Full Professor of Public Finance and Director Public Sector at the Zurich University of Applied Sciences, School of Management and Law since 2002. He was Chair of the IPSASB from 2010 until 2015, after serving the board as a public member since 2006. Since 2009 he’s also member of SRS-CSPCP, the Swiss Accounting Standard Setter for the Public Sector and since 2010 a member of the European Commission Accounting Advisory Group, both ongoing.
He is scientific advisor to PFM reforms in Switzerland, Europe, Central Asia, Latin America, Southeast Asia, and to various international organizations. From 2003 to 2009, he was the Scientific Advisor for the public sector accounting reforms at the federal and state level in Switzerland. He was also Chair of the advisory committee for GFSM2001 implementation in Switzerland.
He holds a diploma from Lancaster University, and a master's degree and a Ph.D. from St. Gallen University.
ANNE-MARIE VITALE
Anne-Marie Vitale is the Chair of the International Panel on Accountancy Education, which provides strategic advice to the International Federation of Accountants. As the Chair, she leads a team of diverse and experienced professionals who provide expertise on accountancy education and who serve as a strong voice for the profession. Anne-Marie also served as the Chair of the International Accounting Education Standards Board, an independent standard-setting body that established standards in the area of accounting education for aspiring and professional accountants.
Anne-Marie Vitale is also a PwC audit partner who leads the accounting and auditing group in PwC’s U.S. Office of the General Counsel. Previously, Anne-Marie was the Assurance Learning and Development leader in PwC’s National Quality Organization and an audit partner in the practice. Anne-Marie has over 20 years of experience in the technology industry group and has served emerging and multinational public companies in various business sectors, including semiconductors, computers and networking, software, and medical devices.
Anne-Marie earned a Master in Business Administration with an emphasis in finance from the University of San Diego U.S., and a Bachelor of Science in Combined Science from Santa Clara University U.S. She is also a U.S. certified public accountant.
ARTURO HERRERA
Global Director for Governance Global Practice in the Equitable Growth, Finance, and Institutions Practice Group (EFI) Vice Presidency, Governance
Mr. Herrera, a Mexican National, has extensive experience in governance, as a practitioner and from the development and academic perspectives. He joined the World Bank in 2010 as Senior Public Sector Management Specialist in the Latin America and the Caribbean (LAC) region. He held various positions in the Bank including as Sector Manager in LAC, Practice Manager in Governance Global Practice for the LAC and East Asia and the Pacific regions in the Global Unit before leaving the World Bank Group in 2018.
Between 2018 and 2021 he has held leadership positions in the Government of Mexico as Co-Head of the Finance Team in Presidential Transition Team, Deputy Finance Minister and, most recently, as Minister of Finance and Public Credit.
As Global Director for Governance, Mr. Herrera’s priorities include leading the formulation of strategy and engagement of the Bank’s work on public institutions and country-level governance, especially in fragile, conflict and violent settings; maximizing the effectiveness of operational support for public financial management and public procurement; fostering excellence in the Governance Practice’s work on public sector administration and operational support for legal and judicial reforms.
Mr. Herrera has also taught Monetary and Banking and Macro and Micro Economics at both El Colegio de Mexico and New York University where he completed his doctoral studies in Economics.
ARTURO RODRÍGUEZ
Senior Market Leader for Ibero-America, IFRS Foundation.

Arturo Rodríguez has more than 15 years of experience working in the sustainability space. He currently serves as Senior Market Leader for Ibero-America at the IFRS Foundation. In this position, Arturo leads efforts in the region to:
1) raise awareness among preparers, investors, regulators, and other actors in the capital markets about the International Sustainability Standards Board (ISSB),
2) promote the regulatory and/or voluntary implementation if IFRS Sustainability Disclosure Standards, and,
3) foster the participation of Iberoamerican stakeholders in the ISSB’s standard-setting process.
Prior to joining the IFRS Foundation, Arturo worked for the Sustainability Accounting Standards Board (SASB), the Value Reporting Foundation (VRF) and Deloitte.
BARTOLOMÉ YAQUE PUJALS SUÁREZ

Lawyer, politician, consultant. Mr. Pujals has a Law Degree from the Pontificia Universidad Católica Madre y Maestra (PUCMM). He has a Master's degree in Law and Business Management from the University of Palermo, Argentina and a Master’s in administrative law from the PUCMM from the Dominican Republic. He has postgraduate degrees in Constitutional Law, Constitutional Procedure and Human Rights by the University of Buenos Aires (UBA). He also has a postgraduate degree in Leadership for High Direction for Public Management from the Barna Management School.
He is a graduate and former scholarship holder of the Union Leadership and Community Impact Program, taught by the International Institute for Leadership
Histradrut, Kfar Saba, Israel; the International Visitor Leadership Program (IVLP) from the US Department of State; the program on the Inter-American Human Rights System, organized by the Inter-American Commission on Human Rights at Washington College of Law of the American University; the Center for Human Rights and Justice Bernard and Audre Rapoport of the University of Texas; the Inter-American Institute on Human Rights; and the Robert F. Kennedy Human Rights.
He has been a consultant on public policy for various national and international organizations.
He is currently Director General of the Government Office of Information and Communication Technologies (OGTIC), and Executive Director of the Cabinet of Innovation, with honorary functions.
BRIAN BARNIER
Brian Barnier is head of decision science and analytics at ValueBridge Advisors designing “change that sticks.” He authored The Operational Risk Handbook (Harriman House, Great Britain, 2011) and contributed to Risk and Performance Management: A Guide for Government Decision Makers (Wiley, 2014). He teaches graduate decision science and data analytics at the Colin Powell School @ City University of New York. He is the co-founder of Think.Design.Cyber. and co-founder of the CyberTheory Institute – pioneering the use of industrial-strength design thinking in cybersecurity. Faculty, Singularity University, most recently SU Japan.
Mr. Barnier led innovative initiatives at Ameritech (now AT&T), Lucent Bell Labs (now Nokia), leading teams to nine patents. At IBM, he continued his innovation, leading the team that launched the first secure fintech product and the global GRC community of practice.
With “hands on” expertise in tech, product management and economics, he has practical insights on the future of work and business design. He is one of the first three people named “Fellow” by OCEG (creator of the concept of Governance, Risk and Compliance), serves on the advisory board of Project Risk Leader, served on the teams that created RiskIT and COBIT 5 for ISACA. He was honored to receive the ISACA V. Lee Conyers Award in 2015 and the ISACA Joseph J. Wasserman Award in 2021.
He has spoken at the Association for Certified Fraud Examiners (New York Chapter) – highlighting the need for behavioral solutions, not just tech. He served as co-chair of the risk committee of the ICGN, a London-based institutional investor organization with members with assets of over USD26B.
He has been quoted widely and penned over 100 articles, including in Internal Auditor and an interview on AuditTV.
Cybersecurity: The Endgame Part One, with Prachee Kale, received the Taylor & Francis Article of the Year award for 2020 from the EDPACS journal. Part Two was released in 2022. He earned his degrees with multiple honors from The University of Michigan.
BRUNO DANTAS
Dantas was appointed by the President of the Republic of Brazil in 2014 to the position of Minister of the Supreme Court of Auditors, after being nominated by the Federal Senate.
Born on March 6, 1978 in Salvador, Bahia, he holds a Doctorate and Master's degree in Law from the Pontifical Catholic University of São Paulo, visiting researcher at important research centers: Paris 1 Panthéon-Sorbonne University, the Max Planck Institute in Luxembourg, and the Cardozo School of Law in New York.
He works as a professor at the State University of Rio de Janeiro and in master's and doctoral programs at Fundação Getúlio Vargas and Universidade Nove de Julho.
In addition, he chaired the committee of jurists created by the Chamber of Deputies to prepare projects to improve government management and control of public administration, as well as a member of the Commission of Jurists that prepared the draft of the new Code of Civil Procedure and the Commission of Jurists responsible for drafting of the Commercial Code.
In 2023, he was elected as Presidency of the Federal Court of Auditors of Brazil, TCU.
CARLOS EDUARDO LUSTOSA DA COSTA
Director of the Environmental Audit Department at the Brazilian Court of Audit.
Mr. Lustosais an experienced auditor at the Brazilian Court of Audit (TCU). Currently serving as the Director of the Environmental Audit Department, he supervises performance audits including the evaluation of the efficiency of public policies related to sustainable development. He brings in vast experience in the realm of public administration and governance, public policy evaluation, sustainable development, innovation, policy coherence, and international cooperation.
Presently, he is also the technical supervisor for the ClimateScanner initiative, a global project among several Supreme Audit Institutions that aims to conduct a review on national governments’ actions to tackle climate crisis. He has a MSc in Public Administration from the University of Brasilia, and a specialist degree in Auditing and Governmental Control. Additionally, he serves as the technical liaison with the Special Technical Commission for the Environment in Latin America (Comtema).
Being a Scholar and Fellow of the Managing Global Governance (MGG) Academy by the German Institute of Development and Sustainability in cooperation with the German Federal Ministry of Economic Cooperation and Development (BMZ) in the year 2022, Mr. Lustosa has been an active advocate of the Sustainable Development Goals. This can also be gauged from the fact that he has contributed various articles and authored papers in the fields of sustainable government procurement, protected areas, solid waste, and Agenda 2030.
As instructor and content provider for the TCU’s Higher School of External Control (ISC), he has been recognized with the 2017 “Outstanding Teacher” prize. Mr. Lustosa has also represented the Brazilian Court of Audit at various international platforms, including the United Nations forums.
CAROLINA VAIRA
Carolina Vaira is a lawyer with over eighteen years of professional experience on public law and international development issues. She joined the World Bank in April 2006 and since then has focused her work on analytical, advisory and lending operations covering public financial management, GovTech, fiscal transparency, judicial reform and citizen engagement in the budget and audit processes in Africa, South Asia, the Middle East and most recently in Latin America and the Caribbean.
She led the implementation of operational work in Mongolia and co-led the implementation of the Open Data Readiness Assessment – ODRA in Malaysia as well as analytical and operational work on fiscal transparency in China. Since September 2022 she is based in Brazil where she is the focal point for the Governance Practice leading the implementation of the Progestao Program as well as other public institutions and climate change related work.
Before joining the Bank, she was a public servant in the Argentine Government (at the Ministries of the Economy and Foreign Affairs), and worked as a legal consultant at the European Commission (DG Competition), the WTO and UNCTAD. Carolina holds a law degree (JD) from Universidad de Belgrano, Argentina and an LL.M degree in International and Comparative Law at the George Washington University Law School.
CHARLES BLANCO B.
Senior Public Sector Specialist, World Bank Group, Washington DC.
Mr. Blancois a senior member of the Public Administration Global Unit and senior leader of the Govtech area with more than 28 years of experience in business process improvement (BPI), information and communication technologies (ICT), public sector modernization (PSM) and digital transformation (DT).
Master's Degree in Business Administration and Bachelor's Degree in Computer Science.
Co-author of ICT methodologies and interactive tools for the assessment of Core Government Systems, Automation, Information Security and Infrastructure Needs.
Govtech Maturity Index (GTMI) core team member.
Previously he was an international consultant for different organizations such as the World Bank, the Inter-American Development Bank, the Inter-American Centre for Tax Administrations, the United Nations and National Director of tax modernization in Bolivia.
Leader or manager in successful projects of digitalization, transformation and technological modernization in the public administration for several regions/countries (Latin America and the Caribbean-LAC, South Asia-SA, Europe and Central Asia-ECA and Africa).
Mr. Madon joined IFAC (International Federation of Accountants) in 2019, where he is responsible for developing and coordinating IFAC’s sustainability policy and advocacy activities in addition to conducting research, policy development, and engagement with respect to a range of topics and stakeholders.
Mr. Madon's areas of expertise include ESG/sustainability, sustainability assurance, corporate reporting, audit quality, ethics, investor protection, financial market regulation, and credit markets. Most recently, he has focused on the development of a global system for reporting and assurance of sustainability/ESG information, including several “State of Play” benchmarking research projects.
Prior to IFAC, Mr. Madon represented the IFRS Foundation in the U.S. for nearly a decade, during which he focused on building institutional investor relationships and the adoption of IFRS Standards. Prior to his public policy work, Mr. Madon spent twenty-five years in financial services, most recently as a Managing Director at Dresdner Kleinwort Wasserstein. He holds a Masters in Public Administration-MC from the Harvard Kennedy School, an MBA in Finance from The University of Chicago Booth School of Business, and a BS in Management-Accounting from Purdue University Northwest.
DAVID RIVEROS GARCIA
Founder & Executive Director, reAcción, Paraguay.
Mr. Riveros García is an expert in international development, anti-corruption, and civic technology. Since he was 18, Mr. Riveros García has been the Founder and Executive Director of reAcción, a grassroots organisation that catalyses community innovation to fight corruption and which currently works in Paraguay’s three largest cities. He founded reAcción after leading a student mass demonstration.
Before he was 22, Mr. Riveros García co-founded an international anti-corruption network incubated by the World Bank Institute and presented his innovations at the World Economic Forum, the International Anti-Corruption Conference (IACC), and the World Bank–IMF Annual Meetings.
Mr. Riveros García’s projects have reformed national policies related to public procurement and investment in education and contributed to a five-fold increase in the correct use of funds for school infrastructure in his home city, Paraguay’s richest. He designed FOCO, an app that enables the real-time monitoring of the national investment in school infrastructure. He also led the development of Paraguay’s Healthcare Ministry’s official open data tool.
For his social activism and leadership, Mr. Riveros García was named Youth Ambassador by the US Embassy, Global Changemaker by the British Council, and Peace Ambassador by the European Commission. He also received the prestigious Ashoka Fellowship and the European Union’s EUVP designation. In 2021, the Open Contracting Partnership named him Open Contracting Champion. He has consulted on social accountability, civic technology, open government, and youth political participation for the World Bank, USAID, and International IDEA.
Mr. Riveros García is currently a member of Paraguay’s National Innovation Team and a former board member of the World Youth Movement for Democracy. He holds a Masters in Development Studies from The London School of Economics as a Chevening Scholar and was recently accepted by Harvard Kennedy School of Government for a Master in Public Administration as a Gleitsman Fellow.

Eduardo Flores is assistant professor at the Accounting and Actuarial Science Department of the University of São Paulo - Brazil. He is also the technical coordinator of the Brazilian Sustainability Pronouncements Committee, member of the Brazilian Accounting Committee and member of the Advisory Council of the IFRS Foundation. Mr. Fábio Coelho is the CEO of AMEC, the Brazilian Capital Markets Investors’ Association, with experience in financial regulation for capital markets, the banking sector and pension funds. Before joining Amec, Mr. Coelho was the President of the Brazilian Pension Regulator (Previc), where he also worked as chief economist and Director for Actuarial, Accounting and Economic Affairs. He has served as chairman of several national forums, including the Committee for Regulation and Supervision of Brazilian Capital Markets, the National commission of actuaries and the Brazilian Committee for Financial Education.
Before joining Previc, he was Senior Advisor in the Central Bank of Brazil, where he also worked as chief of staff for the Deputy Governor. Mr. Coelho is a civil engineer, holds a master in Finance from Coppead Business School and a PhD in Economics from the Catholic University of Brasilia (UCB). He is a lecturer in Corporate Governance and Investment Management courses for Institutional Investors in several Business Schools.
GABRIEL ACUÑA CSILLAG

Mr. Acuña is a lawyer with financial training specializing in sustainable finance and financial regulation. He has relevant experience in regulatory and supervisory issues associated with climate-related financial risks and in policies related to sustainable finance, like taxonomies.
Gabriel is currently the Head of Sustainable Finance Information Supervision at the CMF, where he is one of the first financial supervisors in the world to supervise mandatory sustainability-related disclosures of listed firms. He also serves as a co-coordinator of the CMF’s Climate Change Working Group, advising the Board on climate change risks and opportunities in the financial sector.

Hunt La Cascia is a Senior Public Sector Specialist in the Governance Global Unit at the World Bank. He focuses the full range of public sector reform, service and knowledge functions supporting the World Bank’s Global portfolio of projects which contain GovTech components. He offers advice and support to global task teams, procurement and governance staff in the preparation and supervision of projects with major GovTech investments. He plays substantive role in improving World Bank GovTech practices and approaches.
Additionally, he works on GovTech initiatives including innovative global products including Greening GovTech and GovTech in Fragility, Conflict & Violence (FCV) context. Furthermore, he has published the report on Finding Fraud: GovTech and Fraud Detection in Public Administration.
Hunt leads initiatives to modernize the procurement function in World Bank client countries by providing e-Procurement advice, performing assessments of country e-Procurement systems, and measuring the savings in public resources because of using e-Procurement. IAN CARRUTHERS
Ian Carruthers became Chair of the International Public Sector Accounting Standards Board (IPSASB) in 2016, having been a Board Member since 2010. As a Board Member he led IPSASB’s work on Long Term Financial Sustainability and alignment between IPSASs and Government Finance Statistics. Ian is now in his third term as IPSASB Chair, which runs until the end of 2024.
After joining HM Treasury from PricewaterhouseCoopers in 1999, Ian played a key role in the UK Government’s transition from cash to accrual budgeting and reporting, in particular leading its Whole of Government Accounts program. He joined CIPFA in 2006. As part-time Chair, CIPFA Standards, Ian has been involved in all aspects of the Institute’s guidance development activities, including leading its work on the Role of the Public Services CFO, and the development of the International Framework for Good Governance in the Public Sector in partnership with IFAC.

Jorge Luis is a fiduciary senior specialist at the Interamerican Development Bank (IADB), a position he has held since February 2013. During his tenure at IADB, Jorge has worked in several country offices, including Costa Rica/Belize, Paraguay/Chile, and Brazil, providing expert advice on government procurement systems and policies.
In addition to his role as a senior specialist, Jorge has also served as a people manager since 2018, overseeing the professional development and performance of colleagues in different country offices.
Jorge has held several former positions and received several outstanding designations. Jorge has been recognized for his contributions to the field of public procurement, receiving the Innovation Award at the Procurement Innovation Challenge by The World Bank Institute and United Nations Procurement Capacity Development Center in 2012, as well as the "Robert Francois Joseph Marcelo" Leadership in Public Procurement Award from the Inter American Network on Government Procurement in 2010.
Academically, Jorge holds a PhD in Administrative Law, with a thesis titled “The new Ecuadorian Government Procurement System,” a Master's Degree in Taxation, and a Bachelor's Degree in Law. JOSEPH MUBIRU KIZITO
Joseph Mubiru Kizito, a Ugandan National, is the Practice Manager for Governance-Financial Management in Latin America and the Caribbean. He is a chartered accountant and a member of the Institute of Chartered Accountants of Scotland. He graduated from the University of Glasgow with a Bachelors Degree in Accounting, and from the University of London with a Masters degree in public policy and management.
He has 24 years’ experience in the World Bank, during which time he has worked on ensuring robust fiduciary arrangements in the management of World Bank funded projects. Furthermore, he has contributed to designing and implementing reforms to bolster the country systems used to manage public resources, and to strengthen financial reporting regimes and internal and external control agencies. He also has experience in supporting the strengthening of accountancy professions in a number of countries. In his current position, Mr Kizito is responsible for overseeing the implementation of financial management policy in Bank-financed operations and for building country systems that reflect global knowledge and cutting-edge solutions to governance challenges in the Latin America and Caribbean region.

Mr. Juan Torres García is currently a federal public servant, in the Ministry of Finance and Public Credit (SHCP) where he works as Head of the Government Accounting Unit and Technical Secretary of the National Accounting Harmonization Council (CONAC). He has a degree in Public Accounting and a Master's in Economics at El Colegio de México.
He has worked in the state government of Mexico City, where he held different positions such as Undertreasurer of Cadastre and Territorial Register, Advisor and Director of Concentration and Control of Funds of the Ministry of Finance.

KEVIN DANCEY
Kevin Dancey, CM, FCPA, FCA became IFAC’s Chief Executive Officer in January 2019.
Mr. Dancey has a long history of leadership in the accountancy profession as well as in public service. As Canadian Institute of Chartered Accountants President and CEO, Mr. Dancey led the Canadian accountancy profession’s unification, becoming CPA Canada’s first President and CEO after the merger. His experience also includes serving as the Assistant Deputy Minister, Tax Policy, at Finance Canada (1993-1995), on the Canadian Auditor General Panel of Senior Advisors (2006-2015) and as an Auditing and Assurance Standards Oversight Committee member (2017-2018) and CCAF-FCVI Inc. board member (2008-2013).
Mr. Dancey’s international accountancy experience includes the Public Interest Oversight Board (2017-2018), the IFAC board (2006-2012) and the Global Accounting Alliance (2006-2016), where he was also Chair from 2008 to 2012.
Prior to joining the Canadian Institute of Chartered Accountants, Mr. Dancey was PwC’s Canadian Senior Partner and CEO and was a PwC Global Leadership Team member from 2001-2005. He was national tax practice leader for Coopers & Lybrand before the merger with Pricewaterhouse.

Mr. Nuñez del Arco currently serves as Director General of Public Accounting at the Ministry of Economy and Finance of Peru, where he is part of the Public Sector Financial Administration and oversees the National Accounting System. Furthermore, as part of his role, he also serves as Chairman of the Accounting Standards Board, which approves the accounting standards to be applied in the private sector.
He is a Certified Public Accountant. He has an MBA in Business Management, a Master in Finance, a Specialization in Public Management and an international certification in International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards (IPSAS).
He has more than 20 years of experience as a financial auditor in the Big Four firms, a World Bank consultant and a central manager at the Office of the Comptroller General of the Republic. OSVALDO RUDLOFF
Osvaldo Rudloff is Chilean and has developed his career in the field of auditing and government control. Since 2021 he has worked as a consultant, supporting the implementation of different projects in Latin America, the Caribbean, Africa and Europe, together with the Inter-American Development Bank, IDB, the World Bank, German cooperation, among other cooperation actors. Previously, he worked at the Comptroller General of Chile, where he served as a reporting lawyer, investigator, and internal auditor, to later be appointed director of international relations, in which context he served as executive director of the Latin American and Caribbean Organization of Supreme Audit Institutions and as Coordinator of the Anti-Corruption Alliance UNCAC Chile.
In addition to his work experience, Osvaldo holds a law degree and a Master's Degree in Management Sciences from the Getulio Vargas Foundation in Brazil. He has published articles in specialized journals, focused on the importance of control and audit institutions in achieving the sustainable development goals.
PABLO SEITZ ORTIZ
He is a lawyer and notary public, graduated from the Universidad Nacional de Asunción in 2005.
In the private sector he worked as an independent lawyer, while in the public sector he worked in several entities as an external consultant: Office of the Controller General of the Republic, Organization of American States, National Directorate of Intellectual Property, Presidency of the Republic, Central Bank of Paraguay, among others, and he was the Director of the National Directorate of Public Procurement in 2013.
He has significant experience in matters related to Administrative Law, Public Procurement, Tax Law, Public Finance, Civil and Commercial Law, Business Law, Banking Law, Stock Exchange Law, and Telecommunications Law.
He taught several undergraduate and graduate courses at several universities in the capital city and participated as a speaker in multiple events organized by the Inter-American Network on Government Procurement, the Open Contracting Partnership, the World Trade Organization, the United Nations, among others. Furthermore, he collaborated in the drafting of several articles and publications on Public Procurement and Management.

SEBASTIAN GIL
Sebastián is a professional with diverse training and experience in areas related to Supreme Audit Institutions (SAIs). He has over 25 years of experience working with SAIs and has held various roles and responsibilities at the Argentinean National Audit Office. He has worked on various topics and sectors, including public debt management, international financing, and the application for funding in different government sectors.
In 2004, he participated in the International Program of the Canadian Audit and Accountability Foundation, which allowed him to contribute to implementing performance audits in the AGN. He subsequently developed a more comprehensive vision of the auditor's role through his studies in public policy evaluation.
In his final years at AGN, he specialized in institutional governance, strategic capacity development, and the role of SAIs in the public financial administration system. He also worked as the head of the AGN audit team in EFSUR, a sub-regional organization of OLACEFS.
Sebastián has also worked as a university lecturer on performance auditing and public policy evaluation, providing specific support to Argentina's subnational audit entities. He has supported the CAAF activities in Latin America and has integrated evaluation teams for multilateral financing projects.
Since 2018, Sebastián has worked in Norway as Capacity Development Manager for OLACEFS in the INTOSAI Development Initiative (IDI). In this role, he works with OLACEFS members, donors, and INTOSAI to identify the needs of SAIs and explore synergies for implementing initiatives that optimize support for SAIs independence, governance, visibility, quality, relevance, and impact. His programme management functions include the design, integration of teams, contact with stakeholders, and implementation, monitoring, and evaluation of initiatives related to governance, capacity development, strategic planning, and audit quality.

Tadeu Cendon joined the IASB on 1st July 2019. He is also the chair of the Emerging Economies Group, IASB consultative group with the aim to enhancing the participation of emerging economies in the development of IFRS Accounting Standards.
Before joining the IASB, Mr. Cendon was a partner at PwC Brazil Accounting and Consulting Services (ACS) where he worked for 30 years. In this role, and now as co-CEO, he has overseen significant revisions of existing audit standards aimed at enhancing public trust, the initiation of a new workstream aimed at creating a global assurance standard for sustainability, and an updated strategy aimed at increasing the responsiveness of standard setting.
Mr. Seidenstein’s career has spanned both the private sector and international standard setting. Prior to joining the IAASB, Mr. Seidenstein held senior strategic leadership positions at the Federal National Mortgage Association, commonly known as Fannie Mae (Senior Vice President, Strategy, Innovation & Capital Management: 2012-19), and the IFRS Foundation (Chief Operating Officer: 2000-2011). A strong believer in volunteer service, Mr. Seidenstein has held or holds volunteer leadership positions serving school education the USA and the Make-A-Wish Foundation (both UK and international boards). He holds a Master’s in Public Policy from the Kennedy School of Governmentat Harvard University and an undergraduate degree from the Princeton School of Public and International Affairs at Princeton University.
VANIA BORGERTH
Vania Borgerth was appointed to the International Ethics Standards Board for Accountants (IESBA) in January 2021 as a self-nominated public member.
Ms. Borgerth has served as the Head of Brazilian Network for Integrated Reporting since 2012 and is a member of the Expert Panel of Accounting for Sustainability – A4S. She is a Board Member at SHIFT Project and serves as the Brazilian Institute for Corporate Governance’s representative at the International Integrated Reporting Council. She is a Member of the International Standards for Accounting and Reporting, (an arm of UNCTAD) and is the former Head Accountant at the Brazilian Development Bank (BNDES) - responsible for promoting transparency best practices, such as international accounting and auditing standards, corporate governance and the Integrated Reporting both in Brazil and abroad (1992-2020).
Ms. Borgerth is also the former Brazilian representative at the Advisory Council of the IFRS (2015-2020) and the Consultative and Advisory Groups of the IAASB – International Auditing and Assurance Standards Board(2010-2019) and IESBA- International Ethics Standards Board for Accountants (2015-2019).
Ms. Borgerth is a PhD student at FUCAPE Business School, where she is also a lecturer.
VERITY CHEGAR

Verity Chegar was appointed as a full-time member of the International Sustainability Standards Board (ISSB) in June 2022, effective 15 July 2022.
Prior to becoming an ISSB member, Ms Chegar held a variety of ESG investment leadership positions. Most recently, she led the California State Teachers’ Retirement System’s (CalSTRS) policy on sustainable investment and stewardship issues and managed the pension fund’s work to reach its net zero ambition.
Before that Ms Chegar worked at BlackRock, where she integrated ESG into the investment process across the firm’s global portfolio management group of public and private investment teams and advanced the consideration of material environmental and social issues for engagement and proxy voting teams. Before BlackRock, she was a sustainability research analyst at Allianz Global Investors, rating the sustainability performance and outlook of global technology and global healthcare companies for investment implications.
Ms Chegar also has a wealth of sustainability standard-setting expertise. She began participating in SASB’s standard-setting process in 2014 as a member of the SASB Standards Council’s Sub-Committee on Metrics. She went on to serve as an inaugural member of the SASB Standards Board from 2017 and as Co-Vice Chair from 2018 to 2022. She also served as Board Liaison to the SASB Standards Investor Advisory Group.

Veronica Poole is a Vice Chair of Deloitte UK and Global IFRS and Corporate Reporting Leader. She chairs the Global IFRS Leadership team, which is responsible for Deloitte views and Deloitte ‘voice’ on all IFRS and corporate reporting matters and supports Deloitte Member Firms in delivering high quality audit and assurance engagements. Veronica drives change in the accounting profession, including reporting of ESG and climate. She has played a prominent role in facilitating harmonisation of standards by working with leading sustainability standard-setters to advance a comprehensive corporate reporting system. She leads Deloitte’s contributions to the World Economic Forum International Business Council’s ‘Stakeholder Capitalism Metrics’ project. This included leading WEF’s contribution to the IFRS Foundation’s Technical Readiness Working Group that developed prototype standards and made recommendations to the new International Sustainability Standards Board. She helped launch the UK directors’ climate forum – Chapter Zero – and spearheaded Deloitte’s partnership with The Prince's Accounting for Sustainability Project (A4S) Finance for the Future Awards. She was also instrumental in establishing Deloitte’s global response to climate change: WorldClimate.

Wally Gregory is the Global Senior Managing Director of Regulatory, Independence & Conflicts for Deloitte Touche Tohmatsu Limited (DTTL). In these capacities, he leads core teams responsible for global policy, consultation, quality control, monitoring, reporting and interaction with various international regulators and professional bodies.
In addition, he is actively involved in the International Federation of Accountants (IFAC) Forum of Firms, having served four years as Chairman of the IFAC Transnational Auditors’ Committee, and currently serves on the Planning & Finance Committee of the IFAC Board. Wally also Chairs the GPPC Standard-Setting Working Group, the GPPC Global Independence Leaders Working Group, and is a member of the AICPA Governing Council and the PIOB Standard Setting Boards Nominating Committee. He previously Chaired the Regulatory Working Group of GPPC.
Prior to this position his roles included serving as the DTTL Global Independence Leader; as well as the Deloitte US Deputy Chief Risk Officer and the Cross Border Facilitation Leader.
With over 30 years of experience serving multinational clients primarily in the retail/trade and manufacturing industries, he has also been published in the Wall Street Journal CFO and CIO editions and has presented on various professional practice topics both internally and externally.
