Mr. Herrera, a Mexican National, has extensive experience in governance, as a practitioner and from the development and academic perspectives. He joined the World Bank in 2010 as Senior Public Sector Management Specialist in the Latin America and the Caribbean (LAC) region. He held various positions in the Bank including as Sector Manager in LAC, Practice Manager in Governance Global Practice for the LAC and East Asia and the Pacific regions in the Global Unit before leaving the World Bank Group in 2018.

Between 2018 and 2021 he has held leadership positions in the Government of Mexico as Co-Head of the Finance Team in Presidential Transition Team, Deputy Finance Minister and, most recently, as Minister of Finance and Public Credit.

As Global Director for Governance, Mr. Herrera’s priorities include leading the formulation of strategy and engagement of the Bank’s work on public institutions and country-level governance, especially in fragile, conflict and violent settings; maximizing the effectiveness of operational support for public financial management and public procurement; fostering excellence in the Governance Practice’s work on public sector administration and operational support for legal and judicial reforms.

Mr. Herrera has also taught Monetary and Banking and Macro and Micro Economics at both El Colegio de Mexico and New York University where he completed his doctoral studies in Economics.

Kimberly Johns is a senior public sector specialist and global lead for GovTech in the World Bank’s Governance Global Practice. Her work focuses on digital government transformation, digital governance, service delivery, and citizen engagement. She has over 15 years of experience working on technology and solutions development topics and institutional and policy reform in Africa, Europe, and the Middle East.

She has contributed to a number of reports targeting governance issues, including administrative burden, accountability, and corruption. Kimberly holds a Ph.D. in Public Administration (specializing in Science, Technology, and Information Policy and Research Methods) from the University of Illinois at Chicago and a Master of Science in Public Service Management from DePaul University.

Cem Dener is a Lead Governance Specialist in the Governance Global Practice (GGP) of the World Bank. He contributed to the modernization of Public Financial Management (PFM) information systems and e-Government programs in about 50 countries over the past two decades. Presently, he is one of the Global Leads (GovTech Global Solutions Group) and the Chair of Digital Governance Community of Practice (DG CoP) of the World Bank.

He is also the Coordinator of the Financial Management Information Systems (FMIS) CoP created in 2010. He represents the World Bank in regional and international events to share/discuss experiences and trends in transition to integrated digital solutions combining foundational and frontier (disruptive) technologies, as well as the open source software applications in public sector. He received BSME from METU, Ankara, Turkey (1982), MSc from Cranfield Institute of Technology, Bedford, U.K. (1985), and PhD from Vrije Universiteit Brussel, Belgium (1992).

Barbara-Chiara Ubaldi is the Deputy Head of Division and the Head of the Digital Government and Data Unit in the Open and Innovative Governments within the OECD Public Governance Directorate.

Barbara leads the OECD work on the digital transformation of governments that includes - digital government, the digitalisation of public services, data-driven public sector (including open data). She is responsible for country reviews, for monitoring the implementation of the OECD Recommendation on Digital Government Strategies and the Recommendation on Enhanced Access and Sharing of Data and for the OECD OURdata Index and Digital Government Index.

Barbara served for eight years as Programme Officer within the United Nations Department of Economic and Social Affairs. She gathered extensive experience working on digital government, ICT and knowledge management for development. A Fulbright Scholar, Barbara holds a M.S. on Public Administration from Northeastern University in Boston. Apolitical listed Barbara among the 2018 and 2019 TOP 20 most influential figures on Digital Government worldwide.

Karen Mossberger is Frank and June Sackton Professor in the School of Public Affairs at Arizona State University, and director of the Center on Technology, Data and Society. She researches digital inequality, digital government, and the impacts of technology use.  She is author or co-author of 7 books, including “Choosing the Future:  Technology and Opportunity in Communities”  (Mossberger, Tolbert and LaCombe, Oxford University Press, 2021), which has been honored with the 2022 Goldsmith Book Prize for best academic book by the Shorenstein Center, Harvard University.

The book provides evidence over nearly two decades that inclusive broadband adoption contributes to prosperity and economic opportunity in communities; yet wide disparities have persisted in the US, from the neighborhood to the county level. She is also co-editor of “Transforming Everything?  Evaluating Broadband’s Impacts across Policy Areas,” (Mossberger, Welch and Wu, Oxford University Press, 2021). Her research has been funded by the National Science Foundation, John D. and Catherine T. MacArthur Foundation, Smith Richardson Foundation, and US Department of Housing and Urban Development, among others.  She is an elected fellow in the National Academy of Public Administration.

Caroline Troein works at the International Telecommunications Union as a lead researcher, and works on projects related to cybersecurity, artificial intelligence, and digital capacity. She has led work on the Global Cybersecurity Index, and worked on the development and analysis of UN AI Activities compilation un AI for Good. At the Fletcher School Digital Planet initiative, she co-created the Smart Societies framework for looking at digital societies, and worked on the Digital Evolution Index, African Leapfrog Index, Digital Trust Index, and Global Cost of Cash.

She focused on strategic technologies in the global commons, applying systems analytics and security studies to cyber, space, and maritime questions. She developed projects in the private-sector consultant on cross-country user technology behavior. She has also worked as a Congressional staffer in the US Congress, where her policy portfolio included technology, space, and cyber issues. She has assisted in high level diplomatic conferences on cyber issues, and is engaged with the cyber and space policy communities.

Sungjoo Son is a Director for the Digital Government Cooperation Division at the Ministry of the Interior and Safety of the Republic of Korea. He has worked in the field of digital government since he joined the civil service in 2007. He has diverse experience including, but not limited to digital transformation strategy, data policy, cloud computing, application development, and government data center. Currently he is in charge of international cooperation regarding digital government. Before joining the government, he worked as a senior researcher at a Korean software company, SOMANSA Co, Ltd. He holds a BSc in computer science and engineering from the Seoul National University and a Master of Information Management and Systems (MIMS) from the University of California, Berkeley.
