Improving Budget Transparency: Can Europe and Central Asia Keep Up?

    According to the 2019 Open Budget Survey results, the Europe and Central Asia (ECA) region shows relatively strong performance on budget transparency and is on track to surpass regional average budget transparency scores of 60; a measure of sufficient transparency, within the next decade. Globally, however, the inconsistency of improvements is a significant concern, as many countries have erratic performance on budget transparency. Can the ECA region live up to the challenge of achieving scores of 61 or more by 2030?

    During this session, speakers Elena Mondo, Senior Technical Advisor at International Budget Partnership and Alex Kreko, Program Officer at International Budget Partnership, provided an overview of the methodology used by the Open Budget Initiative and provided an aggregate assessment of the performance of countries in ECA in three areas; transparency, public participation and budgetary oversight.
