The World Bank’s Pollution Management and Environmental Health (PMEH) program supported an air quality management (AQM) policy study tour to Germany, Netherlands and Austria, which engaged 23 Chinese AQM officials from the Jingjinji region. Officials included representatives from the Ministry of Environmental Protection, Beijing Municipal Environmental Protection Bureau, Chaoyang District Environmental Protection Bureau, Daxing District Environmental Protection Bureau, Hebei Environmental Protection Department, Hebei Environmental Emergency Response and Heavy Pollution Alert Center, Baoding Municipal Environmental Protection Bureau, Langfang Municipal Environmental Protection Bureau, Tianjin Municipal Environmental Protection Bureau and the Chinese Research Academy of Environmental Sciences.
Many of the Chinese officials work on the Hebei Air Pollution Prevention and Control Program, which aims to reduce PM2.5 in Beijing and the surrounding regions by 25 percent by 2017 compared to 2012. The World Bank supports the Hebei Air Pollution Prevention and Control Program via a Program-for-Results lending instrument.
The study tour was designed to support the policy makers to enhance capacity in developing and implementing the measures of their 13th Five Year Plan air quality plan by sharing experience managing air quality in Europe.
