Performance indicators track coverage of Social Protection and Labor (SPL) programs, overlap and duplication of programs, as well as transfer adequacy, targeting performance (measured by benefit and beneficiary incidence) and benefit-cost ratios of SPL programs. Performance indicators also include simulated impacts on poverty and inequality reduction due to the public transfer.
The indicators provided below are estimated for aggregated SPL programs based on nationally representative household surveys in 129 countries. However, the ASPIRE database provides further disaggregation of indicators by SPL area (social assistance, social insurance and labor markets), by harmonized program category, by rural and urban population, by quintile of the welfare distribution (pre and post transfer), and by those living below PPP $2.15 a day(extreme poor).
