What is a Systematic Country Diagnostic (SCD)?
A Systematic Country Diagnostic (SCD) is a report produced by the World Bank for a partner country, usually every five years. The aim of the SCD is to identify the most important constraints and opportunities to ending poverty and promoting shared prosperity on a livable planet. The SCD is based on a thorough analysis and consultations with a wide range of counterparts, stakeholders, and citizens.
Timeline and Next Steps
To support the preparation of the 2024 Croatia SCD Update, between October and December the World Bank is seeking input from a range of key stakeholders across the country. In order to gather a broad set of views and opinions about the main constraints and priorities for Croatia, the World Bank is conducting a series of face to face and online consultation meetings with the central and local government, the private sector, civil society organizations, academia, youth, development partners and more. Consultations are crucial to ensuring the findings are relevant to each of these stakeholders.
The aim is to (i) validate whether constraints identified in the SCD preliminary findings are on target, and (ii) get your feedback on whether the selected action priorities are implementable, impactful and in line with Croatia’s development aspirations.
Initial analysis for the forthcoming SCD for Croatia detected four key pathways for achieving inclusive, resilient and sustainable growth:
- Effective public service delivery through increased effectiveness of public administration at central and local level, as well as improved justice sector efficiency.
- Equal opportunities for all, improving the quality of human capital, labor market participation, and adaptive social protection system.
- Better paid jobs by boosting private sector productivity and business environment.
- Improved environmental sustainability and resilience to climate change and natural disasters.

Once completed, the SCD will inform the next Country Partnership Framework (CPF) 2025-20230 between the World Bank Group and Croatia and, thus, guide the focus of the World Bank Group's support to the country. Find out more about the current CPF.
