Pursuant to Sanctions Board Decision No. 88 issued in Sanctions Case No. 372, the Sanctions Board imposes a sanction of reprimand on the Respondent by means of a formal letter of public reprimand to be posted on the World Bank’s website for a period of one (1) year beginning from the date of this decision. The Sanctions Board finds that it is more likely than not that the Respondent engaged in a fraudulent practice as defined in Paragraph 1.15(a)(ii) of the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995, revised in January and August 1996, September 1997, and January 1999) by recklessly misrepresenting commissions paid or to be paid to an agent in order to influence the procurement process for a Bank-financed contract.
