Pursuant to Sanctions Board Decision No. 85 issued in Sanctions Case No. 349, the Sanctions Board imposes a sanction of debarment on the Respondent with the possibility of conditional release after a minimum period of two (2) years and six (6) months. The Sanctions Board finds that it is more likely than not that the Respondent engaged in a corrupt practice as defined in Paragraph 1.15(a)(i) of the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995, revised in January and August 1996, September 1997, and January 1999) by offering a public official an entertainment trip to influence his actions in the procurement process for a Bank-financed contract.
