Pursuant to Sanctions Board Decision No. 77 issued in Sanctions Case No. 322, the Sanctions Board imposes a sanction of debarment on Beijing Huaxu Engineering Project Management Co. (the “Respondent”) with the possibility of conditional release after a minimum period of four (4) years and six (6) months. The Sanctions Board finds that it is more likely than not that the Respondent engaged in a fraudulent practice as defined in Paragraph 1.22(a)(ii) of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006) and Paragraph 1.23(a)(ii) of the world Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) by submitting, through an agent, false experience documents during the selection process for a Bank-financed contract.
