Pursuant to Sanctions Board Decision No. 71 issued in Sanctions Case No. 216, the Sanctions Board imposes a sanction of debarment on Information Computer Systems, CJSC (the “Respondent”) with the possibility of conditional release after a minimum period of three (3) years. The Sanctions Board finds that it is more likely than not that the Respondent engaged in a fraudulent practice as defined in Paragraph 1.14(a)(ii) of the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004) by submitting false certificates in a bid on a Bank-financed project.
