Pursuant to Sanctions Board Decision No. 69 issued in Sanctions Case No. 204, the Sanctions Board imposes a sanction of debarment on Farhat Group Trading & Contracting Co. s.a.l. (Farhat group) (the “Respondent”) with the possibility of conditional release after a minimum period of five years and six months. The Sanctions Board finds that it is more likely than not that the Respondent engaged in a fraudulent practice as defined in Paragraph 1.15(a)(ii) of the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995, revised in January and August 1996, September 1997, and January 1999) by submitting forged documents in support of a bid for a contract under a Bank-financed project. The decision provides that the Respondent may be released from ineligibility only if it has adopted and implemented an effective integrity compliance program in a manner satisfactory to the World Bank Group.
