Theo Thomas is a Lead Economist in the Macro & Fiscal Management Unit, based in Brussels. He is the editor for the biannual Regional Economic Report and oversees World Bank operations and economic and public sector advisory services across the region. Before this, he spent three and a half years as a Senior Public Sector Specialist for the Bank’s Indonesia program, based in Jakarta, where he supported institutional reforms in the central finance agencies and the expanding social insurance programs. Prior to this, Theo was on secondment from the IMF, working as a Senior Public Sector Specialist in the Bank’s Latin America and Caribbean region covering a range of countries that included Brazil, Mexico, Peru, and the Dominican Republic. As a Senior Economist with the IMF he has worked on a diverse range of countries, including Afghanistan, Timor-Leste, Papua New Guinea, Macedonia, Serbia, Ghana and Zambia. Earlier in his career, he worked for governments in the UK and Papua New Guinea and has spent time living and working in Africa and the Pacific. He is also a member of the Bank’s Global Expert Team for Public Sector Performance, working countries across the world, and has taught, edited, and published work on performance budgeting, fiscal space, and public investment management.
