Shabnam Sinha leads the education and skills sector in the World Bank in India. Her work focuses on human development, education and its return on investment; performance-based financing, systemic performance and incentives; labor markets and MSMEs. In labor markets, her major work covers the role of private sector and governments in skilling and the contribution of MSMEs in the labor market especially female labor force participation. She has worked extensively on maximizing finance for development through leveraging development partners co-financing, philanthropy and private finance for development. In a career spanning 28 years, Shabnam has served in government, private sector and bi-lateral (USAID) and multi-lateral (WBG) agencies. She has worked across the South Asia, East Asia, Africa, Regions through operations, analytical and knowledge exchange tasks.
In the COVID-19 context, school closures and access to learning and training opportunities and its effect on future job aspirations, she has been working on quick response projects that address COVID 19 fallout and future readiness for emergency response to (i) mitigate the immediate risks and continue to provide education and training to all; and (ii) skills training resilience as a strategic imperative across the sector. She leads the Bank’s work in India on green resilient inclusive development (GRID) in education and skills.
