Economist with over 20 years of work experience in infrastructure economics. Currently based in Washington, DC, and working as Water and Infrastructure Operations Coordinator for Brazil and Lead Economist for the Sector. Luis Andres is responsible for operations, development programs, and analytical studies within the World Bank Group's Transport, Energy, Water, and Digital Development portfolio for Brazil.
Prior to joining the World Bank, he was Chief of Staff of the Secretary of Fiscal and Social Equity of the Government of Argentina and held other positions in the Chief of Staff of Ministries and the Ministry of Economy, Works and Public Services in Argentina. He holds a Master's and Doctorate in Economics from the University of Chicago and a degree from the School of Engineering at the University of Buenos Aires. He is the author of more than 90 books, chapters in several books, monographs and articles on development policy issues, with a special focus on infrastructure.
