Kevin Tomlinson is the World Bank Operations Manager for Eastern Europe, based in Kyiv. With over 25 years of experience, Kevin is a proven leader in advancing sustainable development across various regions and countries. His expertise spans Eastern Europe, Central Asia, South Asia, and East Asia Pacific, where he has successfully managed large teams and complex operations in high-pressure environments.
In his current role, Kevin ensures the timely and high-quality delivery of integrated development solutions while overseeing the World Bank’s operational portfolio for Eastern Europe. Prior to this, he was the Practice Manager for Social Sustainability and Inclusion in South Asia, managing operations across India and Afghanistan.
Kevin led strategy development for a $30 billion portfolio, focusing on gender equality, social inclusion, and institutional strengthening. He also served as the Practice Manager for Social Sustainability and Inclusion in Europe and Central Asia, where he led a team of 35+ staff and developed innovative solutions for citizen engagement and social cohesion.
Since joining the World Bank in 1998, Kevin’s extensive operational and technical expertise has made him a key player in numerous strategic initiatives, including emergency operations, large-scale community-driven development programs, and policy reforms across multiple regions.
An American national, Kevin holds an Executive MBA from Georgetown University and a BA in International Relations from Brigham Young University. Before joining the World Bank, he served in the United States Navy, supporting military operations in Italy, Japan, South Korea, and the Middle East.
