Armando Rosselli is a Senior Financial Officer in the Financial Products and Client Solutions (CMIFP) team of the World Bank Treasury. Prior to joining the World Bank, Armando worked as Emerging Markets investor for 10 years at Duquesne Family Office (Stanley Druckenmiller’s family office/ hedge fund) and Morgan Stanley Investment Management, both based in New York City. During his career in the private sector, he was responsible for discretionary fund allocations in local and hard currency Emerging Markets bonds. He carried out comprehensive research, traveled extensively and engaged with policymakers across regions. Armando started his career in the public sector at the World Bank Treasury and at the National Bureau of Debt of Argentina. In both capacities, he advised policymakers on debt management strategies and assisted in the execution of financial risk management solutions.

Armando holds a Master of Business Administration in Finance from the University of Chicago, a Master of Science in Economics from Universidad de San Andres, and a Bachelor of Science in Economics (Magna Cum Laude) from Universidad de Buenos Aires. Armando is also a Chartered Financial Analyst (CFA®).
