Mr. Alexey Morozov is the World Bank Group Alternate Executive Director representing the Russian Federation, the Syrian Arab Republic, and the Republic of Belarus since September 2024. 

Alexey Morovov has over 17 years of professional experience in both the private sector and international development.

Since joining the World Bank Group (WBG) in 2011, he has worked in various roles on legal, operational, and advisory matters, engaging in all stages of the Bank's project cycle with a particular focus on the infrastructure sector. While at EDS23, Mr. Morozov worked on a broad range of WBG operational and governance issues, policy reform initiatives, borrowers’ outreach and coordination, as well as various procurement matters. Additionally, Alexey has been working on WBG human resources topics and is a strong advocate for the rights of people with disabilities.

Before his work at the WBG, Mr. Morozov held various positions in the private sector, where he specialized in project financing, energy sector reforms, and capital markets.

Mr. Morozov holds a Master’s degree in Law from St. Petersburg State University, a Master’s degree in Energy Law and Policy from the Centre for Energy, Petroleum, Mineral Law and Policy at the University of Dundee, and a Master’s degree in Energy, Environment, and Natural Resources Law from the University of Houston.

He speaks Russian, English, and Spanish.
