The Civil Society Engagement team, under the World Bank’s larger umbrella of the Stakeholder Engagement Unit, is based in our Headquarters in Washington, DC.
The team aims to strengthen the Bank's engagement and interaction with civil society, mainstream civic engagement in Bank-financed operations and policy dialogue, enhance the capacity of stakeholders to effectively engage each other and better leverage their respective strengths, and foster strategic alliances with civil society at local, regional, and global levels.
The World Bank defines civil society as the space among family, market, and state; it consists of not-for-profit organizations and special interest groups, either formal or informal, working to improve the lives of their constituents. In this sense, the Bank considers research and policy design organizations, labor unions, NGOs, grassroots associations, community-based organizations, religious groups, and many others typical examples of the actors that comprise the dynamic web known as civil society.

Rose Kimeu Craigue
Lead, Stakeholder Engagement, The World Bank
Rose Kimeu Craigue currently serves as the World Bank Group’s Lead for Stakeholder Engagement, overseeing civil society, parliamentarian and faith-based engagements.
Rose brings more than 20 years of stakeholder engagement experience from her work in the United Nations and civil society. Rose was previously the Country Director of the Joint UN Program on AIDS in Eswatini where she led and coordinated the HIV response on behalf of the World Bank and 11 UN agencies. She led the Eswatini country team in managing risk, and building and expanding partnerships with diverse stakeholders including civil society and parliamentarians. Prior to her Country Director role, Rose served as a Team leader for the World Food Program’s regional office in South Africa where she led a team that provided oversight to WFP’s programs and partnerships in health in 11 countries in Southern Africa. Rose served in various roles at World Vision in Washington, DC, where she worked on partnerships and humanitarian and emergency response efforts, and has worked in Ethiopia, The Democratic Republic of Congo, South Sudan, and Kenya with World Vision and Catholic Relief Services.
