The WBG Engagement Survey, as it is currently branded, has been conducted for over 30 years. It has evolved from the early attitude survey of staff to the current iteration of an employee engagement survey. With the long history, the WBG is looking for a qualified contractor that can deliver the entire survey process on an annual or biennial basis. The initial contract term will start in November 2017 through November 2019, with two 24-month options.
The WBG has a complex, multi-tiered matrix structure, which implies that many employees may have multiple reporting lines to supervisors within and outside their immediate work unit. These reporting relationships are captured in the PeopleSoft HCM 9.1 Position Management module. Our current validation process for building the hierarchy structure for the survey is done manually outside the PeopleSoft Position Management module and in Microsoft Excel. The survey vendor typically takes that data and creates a hierarchy structure in their system.
The primary objective is for the Contractor to 1) develop and administer a survey process that is credible, efficient and easily accessible by WBG staff; 2) collect error-free responses from staff; and 3) produce valid and accurate reports in a timely manner. The entire process, including pre-survey work, survey administrations, report generation, data analysis, and follow-up action planning, must be implemented in a timely, confidential and professional manner.
