In collaboration with Cambodia's Ministry of Environment (MoE; as the PMI focal point for the Government of Cambodia) and potentially other ministries and agencies; the consultants will assist the World Bank to (i) conduct impact assessment of carbon pricing instruments and (ii) assess the barriers to the participation of Cambodia in the crediting markets; including domestic voluntary carbon markets and the Article 6 markets.The activities aim to help Cambodia achieve its carbon neutrality goals; foster economic growth; and ensure alignment with environment sustainability. Additionally; this effort will also support the underdeveloped Cambodia Climate Change Strategic Plan 2024-2033 and their updated NDC commitments. They also hope to overcome some ongoing challenges raised by MoE which are (i) institutional strengthening and better coordination across agencies; and (ii) legal and regulatory framework in high-emission sectors.
