The International Finance Corporation (IFC) is seeking a consulting firm to conduct a baseline assessment for the Investment Climate Phase III (IC III) program; known as Creating Markets and Investment Opportunities (CMIO). CMIO consists of two projects: (1) Ethiopia Investment Generation (Eth IG) and (2) Generating Investment in Pharmaceuticals Manufacturing Sector in Ethiopia (Ethio Pharma). The primary objective of the baseline study is to establish benchmarks for project indicators; which is a crucial step towards setting up a robust result measurement and learning system for the projects. Additionally; the baseline study aims to verify assumptions and pre-conditions made during project design and provide quantitative and qualitative data on the indicators. The project's evaluation will be based on this baseline study; showcasing the additionality and incremental positive impact post-implementation.
