The objectives of this consultancy are to:*        Develop a quantitative and qualitative analysis of the main and underlying causes and agents of deforestation; forest degradation; and enhancements of carbon stocks in the ER Program accounting area and compare them with the baseline data reported in the ERPD. This analysis should correlate these factors with the emissions and removals reported for the first and second monitoring reports; considering socioeconomic; cultural factors; and climate change impacts. *    Conduct a qualitative analysis based on literature review; interviews; focus groups and other relevant social research method to discuss the adequacy and effectiveness of existing Government interventions and programs across relevant sectors in addressing the key factors of deforestation and degradation (including forest management programs and agricultural policies and interventions). This analysis should compare the outcome of the first objective with government programs across key land use sectors. The analysis should also highlight gaps and needs to better address tackle deforestation and degradation      Provide actionable recommendations for policy interventions; programmatic approaches; and strategic investments to address the identified drivers of deforestation and promote sustainable land management.
