The purpose of this consultancy is to collect one round of data using two instruments – a School Survey and a Survey of Public Officials – and use this information to produce clean datasets. 1.       Data collection includes an assessment of all the public and private primary schools where the School Survey tool will be implemented (estimated to be about 180 schools). In all of these schools; video recordings will capture classroom and teaching activities; which will be coded at the end of data collection using the classroom observation tool Teach. The sample will be chosen by the World Bank in collaboration with the Directorate of Preschool and Primary Education of Ministry of Education; Science and Innovation (MOESI) and subsequently shared with the survey firm. All data in the school survey can be collected in one per school with two enumerators.  2.       Data collection also includes 180 interviews with education officials as part of the Survey of Public Officials. While one group of enumerators is visiting the schools; another group will visit the respective education inspectorates within municipalities and central Ministry to collect data from Education officials. The sample will be chosen by the World Bank in collaboration with the DPPE of MOESI and subsequently shared with the survey firm.
