The Water Partnerships Office (WPO) is a ring-fenced entity owned by South African Department of Water and Sanitation (DWS); housed within the  the Development Bank of Southern Africa (DBSA).In 2024; the WPO and IFC signed a cooperation agreement to support the design and implementation of the  National Water Partnerships Programme (NWPP). The WPO and IFC require support from a strategy consultant with experience in the development in infrastructure programs; policies and knowledge of the water sector; to develop of the Seawater Desalination Program (SDP) as a standardised programme under the NWPP.
