This TOR is for the Consulting Agency (the Consultant) that will support the Public Policy Secretariat (hereinafter: PPS) with the “Survey on Calculation of Administrative Costs Share in GDP for 2023.”The objective of this assignment is to prepare a Survey about frequency of engagement of third parties (such as accountants; lawyers; independent experts; etc.)  in preparation of documentation for administrative procedures and administrative request; the average and medial costs of such engagement and time spent for preparation of such documentation in case if a third party is not engaged in order to analyse the structure of calculation of the share of administrative costs in GDP for 2023.Given that a significant part of the administrative costs includes the costs of engaging the third parties (accountants; lawyers; independent experts; etc.) in the preparation of documentation for an administrative procedure or an administrative request; it is necessary to conduct research that would provide the relevant data on the frequency of engagement of third parties; the costs of such engagement and time spent for preparation of documentation if a third party is not engaged in order to ensure the accuracy of the calculation of the administrative cost.Therefore; the objective of this assignment is to:1) Prepare the survey by revising the Questionnaire prepared earlier for previous surveys of this type; also prepare database of respondents divided into smaller parts.2) Conduct a survey in electronic form and create the Report which will contain the required data.3) Present the Survey findings to the World Bank and the PPS 4) Prepare final report on the Survey on Calculation of Administrative Costs Share in GDP for 2023.” based on the comments of the WB and PPS
