As part of the World Bank-financed Rural Livelihoods Productivity and Resilience project; or Rice Plus Project; the Government of Madagascar aims to pilot a blockchain boosted e-voucher system.Rice Plus aims to strengthen rural livelihoods by increasing agricultural productivity and improving sustainable landscape management in the Sofia and Alaotra Mangoro regions of Madagascar. To support these objectives; the project has five components: i) support community development of watersheds through landscape approach; ii) upgrade the quality and performance of irrigation infrastructure and services; iii) develop select value chains and product diversification; iv) project management; monitoring and evaluation; and v) emergency response through the Contingency Emergency Response Component (CERC). The project is expected to reach a minimum of 300;000 direct beneficiaries composed of smallholders; and other value chain actors at the local; district; and regional levels.The pilot will leverage agricultural digitalization as a tool to achieve Rice Plus component 3 objectives; specifically sub-component 3.1; where the project intends to provide farmers with means to increase their agricultural productivity through vouchers.
