The Government of Iraq (GOI) has launched the Iraq National Education Strategy 2022-2031 (INES) 2023; which recognizes education as a key driver of human capital development; imperative for sustainable economic growth; shared welfare; and productivity. The World Bank launched a “Technical Assistance (TA) to Education Development in Iraq” (TAEDI) to support the Government of Iraq on the development of key education sector strategies; policies; and analytics. The TA supports the implementation of the INES and aims to support in building capacity across the GOI to promote education and learning outcomes. Activities include building management capacity for effective INES implementation; monitoring and reporting on key INES implementation activities; knowledge sharing; and providing guidance on effective communication tools for education strategies.The World Bank seeks the services of a consulting firm to support the GoI with the development of their sub-sector strategy on foundational learning. The firm will facilitate a participatory development process; which shall include capacity-building activities aimed at fostering a deep understanding of the importance of foundational learning; as well as highlighting international best practices that support improved student learning outcomes and their applicability in the context of Iraq and generate strategies for improving foundational learning in Iraq. The selected firm will undertake the following activities: (i) conduct workshops with MOE technical teams to enhance the capacity of MOE officials to advocate for the significance of foundational learning; in collaboration with World Bank experts; (ii) promote South to South exchanges between the GoI with similar countries in the region or beyond on the topic of foundational learning; (iii) analyze the current status of foundational learning in Iraq; including through a review of the inputs to foundational learning (teacher knowledge; schools; practices; management; textbooks; etc.) and outputs and outcomes of learning as well as service delivery gaps and opportunities; (iv) identify best practices globally of effective foundational learning systems; practices and outcomes. This will include conducting workshops and focus group discussions to highlight best practices of inputs to foundational skills acquisition; such as teacher practices and training; learning; and teaching materials; and others; (v) draft and refine sub-sector implementation plans by systematizing inputs gathered from capacity-building sessions to ensure the plans are tailored to Iraq’s context while aligning with international standards and best practices; (iv) prepare MOE technical teams to present drafted sub-sector plans and validate them with INES high-level Committee members; and (v) finalize the subsector strategy and sub-sector implementation plans; working closely with MOE technical teams; integrating any additional feedback from the INES high-level Committee.
